Years ago, after The Brain was reborn, he founded the Brotherhood of Evil, a secret society of villains dedicated to world domination. The original Brotherhood roster was the Brain, Monsieur Mallah, General Immortus, and Madame Rouge. Based originally under a Paris girls' school, the Brotherhood maintains at least five bases across Europe and South America. The Brotherhood's plans were always unsuccessful because of their arch-rivals, the Doom Patrol. Their latest plan was to build a Quantum Generator and ransom the world through the threat of black holes. However, the Patrol destroyed the device just in time. The Brotherhood escaped and secretly rebuilt it in the Amazon. After years of searching, the Patrol found them again but were captured. Five months later, Beast Boy was summoned to help locate the missing team. Together with the Teen Titans, the Doom Patrol defeated the Brotherhood again.
The Brotherhood recognized the next generation of super heroes as a threat to their quest for global domination and shifted their focus. After recruiting four dozen super villains, the Brotherhood quickly expanded its ranks and initiated a protracted plot to capture and neutralize every super hero. In order to attack them at their weakest, the Brotherhood made great strides to acquire a Titans Communicator and listen in on their conversations and transmissions. Finally, after months of skirmishes, the Brotherhood seizetoo advantage of an opportunity and captured almost every hero. Utilizing Professor Chang's cryogenic technology, the Brotherhood froze each hero and put them on display. However, they didn't think the remaining heroes would immediately mount a direct attack and were caught off guard when four units of heroes invaded the Paris base. In the battle, the frozen heroes were restored to normal. After safely detonating the Brain's failsafe fusion explosive, the Titans managed to freeze 46 super villains, effectively defeating the Brotherhood once and for all. Approximately six members were non-present but the Teen Titans soon faced one of the lone survivors, Dr. Light much to his fright.
