Russia, seeking to create a security force of perfect soldiers, hired Professor Chang as a scientific consultant. He devised a way of using radioactivity to enhance his test subject's physical attributes. Captain Leonid Kovar was selected to be the first. Chang's process appeared to be a success until Kovar manifested radioactive powers. It appears that after this incident, Chang fled to America and settled in an abandoned observatory above Jump City. He became an information broker to the underworld and secretly craved to become a supervillain one day.
When Robin decided to create a second personality, Red X, to capture Slade, he approached Chang to recommend him to a supplier of Zynothium to power his belt. Meanwhile, over the next few months, Chang amassed a team of assistants and began to build a disintegrator cannon in secret by modifying the observatory's telescope. He finally finished and only needed a healthy supply of Zynothium to power it. The opportunity presented itself when Robin returned in search of Zynothium. After revealing the only known supply was at a technology firm on the south side of town, Chang dispatched his men to capture the Titans, steal the Zynothium, and blackmail Robin into not meddling with his debut. Robin and Red X defeated Chang before he could destroy Jump City, however, the top section of Titans Tower was partially vaporized.
Before fleeing Jump City altogether, Brother Blood had Chang broken out of prison and placed him under Blood's mental control. In his final plan to destroy the Teen Titans, Blood made Chang perform surgery on him and add in cybernetic implants to enhance his own telepathy and to then experiment on the Titans East until they showed signs of being completely under Blood's control. The Teen Titans arrived and helped to defeat Blood once and for all. Blood and Chang were taken into police custody.
Over a year later, Chang was recruited to join the expanded Brotherhood of Evil. He was tasked with building a cryogenic system in the Brotherhood's Paris base as part of the Brain's master plan to eliminate the Teen Titans. Months later, when the machine was complete and the Titans were vulnerable to attack, the Brotherhood captured several Titans one by one. As they were brought to the base, Chang cryogenically froze them on an assembly line and they were transported to a life size display for all super villains to see. However, Mas y Menos tricked Chang and freezed him with his own device. As a result, the Titans defeated and froze each member of the Brotherhood present.
