Codename Billy Numerous was a student in the H.I.V.E. Academy during the reign of Brother Blood as headmaster. He has the ability to create hundreds of thousands of clones of himself. After the Academy was destroyed, Numerous tried to go solo as a villain in Jump City. He committed common crimes and stole jewels, money, gold, and cars. However, he began to go after outrageous items, the Bay Bridge, when the Teen Titans failed to stop him. He and his clones stockpiled the loot at the old stadium, former hideout of Atlas. Cyborg managed to outsmart him with a holographic projector and manipulated Numerous into cloning past his limit. This act overwhelmed him and led to his defeat.

A year later, he resurfaced as a member of the H.I.V.E. Five, a group of former students. Like the majority of the team, Numerous was uninterested in world domination and favored petty theft. However, team leader, Jinx had other plans. After a botched artifact theft, Numerous and the rest of the team focused on capturing Kid Flash and turning him over to the Brotherhood of Evil for membership. They failed but soon after the team was inducted into the Brotherhood. Billy Numerous and Gizmo were tasked with capturing Kole and Gnarrk in Sector 13. They both failed and returned to the Paris base for what turned into a final showdown against the Teen Titans. Numerous was frozen along with the rest of the villains.
