Code name Instigator, the super villain operative was once a student in the H.I.V.E. Academy, while under Brother Blood's leadership. He appears to be a giant head in a hi-tech suit. Over a year later, he reappeared as a member of the Brotherhood of Evil. During the final phase of the Brotherhood's plan to destroy the Teen Titans, the Instigator was dispatched with Steamroller to capture Thunder while Overload neutralized Lightning. Instigator was later defeated and frozen in the showdown between the Brotherhood and Titans.
