In the early days of the Brotherhood of Evil, followers were recruited as foot soldiers. Clad in a uniform similar to the German sturmabteilung troops, the Brotherhood soldiers were essentially a paramilitary organization that served the Brain and General Immortus.
Over time, the Brotherhood employed less soldiers and more robots as military units. The soldiers were reduced to a private security force to guard the various bases around the world.
