The origins of the Puppet King are a mystery but evidence points to a weird gypsy's occult shop. Nonetheless, a seemingly harmless puppet was possessed by an evil spirit and it plotted to destroy the Teen Titans once and for all. After fashioning puppets of each member, Puppet King shipped them and himself to the Titans Tower undetected. He then used a control module that resembles a puppet master's rods to transfer the souls of the Titans into the dolls. However, things did not go entirely to plan. Starfire and Raven's souls switched bodies. The other Titans' bodies were under the King's control and he ordered them to find the duo as he prepared the spell that would destroy the Titans' souls for good. Luckily, Raven and Starfire restored everyone to normal and destroyed the control module. In the skirmish, the Puppet King's soul was lost. The lifeless puppet was confiscated by the Titans and stored in their Evidence Room.

The Puppet King later found a new body and was recruited to join the Brotherhood of Evil. Soon after, he appeared in a race outside Jump City to win a briefcase stolen from Robin. Red X destroyed the Puppet King's and everyone else's vehicles to ensure Robin's showdown with the original perpetrator, Ding Dong Daddy. When the Brain's scheme to eliminate the Teen Titans was brought to its final phase, the Puppet King and Control Freak were sent to capture Killowatt and succeeded. However, in the end, the Brotherhood was defeated and was cryogenically frozen, including the Puppet King.
