Angela Hawkins III was born into a British aristocratic family. However, after being repeatedly rejected by her parents for being the black sheep outcast, Hawkins discovered she had the power to detect and project people's fears onto themselves. She hoped to overcome her own fears of rejection by attacking others and took the code name Phobia.
Years later, Phobia was recruited to join the Brotherhood of Evil. Months later, she arrived at the Brotherhood's Paris base to watch several super heroes be frozen by Professor Chang. However, the tide turned when the Teen Titans mounted a final battle and won. Phobia and the rest of the Brotherhood were in turn cryogenically frozen.
