Neil Richards was a London fashion designer based on Carnaby Street and earned his living during the Mod trend in the 1950's. Short for Modern, the clothing was meant to be minimalist but strayed far from it with over the top elaborate and flashy pieces. However, Richards was indulging in criminal activity and hid illegal goods in his clothing. Eventually, Richards retired and became obsessed with redesigning the world in his image. He acquired a forte in building elaborate feats of technology and bidded his time.
Decades later, Richards observed the Teen Titans in action and felt the desire to rehabilitate them. Taking the name Mad Mod, he outfitted an abandoned oil tanker with his technolgy and filled the Titans Tower with knockout gas. Using a holographic projector, Mod presented himself to his new students and separated them into classrooms. Eventually, their minds would be wiped clean by his patent hypno-screens but as a precaution, each room was armed with a death trap. Robin managed to escape first and tried to capture Mod's cane. He discovered Mod was a hologram and infiltrated the inner workings of the tanker. Robin quickly sabotaged the machinery and confronted the elderly Mod.
Months later, Mod resurfaced during the Independence Day celebration with an army of Redcoat robots and Hypno-Screens. He planned to rewrite history according to his ego and proclaimed himself King Moddy I. In anticipation of the Teen Titans' interference, Mod devised an addition to his cane. It could exchange his age with an unwitting victim's. Robin was reduced to an old man and Mad Mod was reborn. The Titans hatched plans to defeat the villain but failed. They banded together and distracted Mod long enough for Robin to grab the cane and take back his youth. Afterwards, he destroyed the cane which deactivated the robot army and the rest of his technology. Mod was then captured while trying to flee the scene and put in prison.
Years later, Mad Mod was recruited to join the Brotherhood of Evil. Apparently, he found another victim and restored his youth again. Months later, Mod appeared in a mad dash to acquire a briefcase that Ding Dong Daddy stole from Robin. He and the other villains were neutralized when Red X attacked them. Mod escaped prison in time to arrive at the Paris base of the Brotherhood and witness Robin's demise. However, several Titans evaded capture and fought back. In the showdown, Mod and the Brotherhood were frozen in place.
