Dr. Arthur Light and Dr. Jacob Finlay were research scientists employed by S.T.A.R. Labs. Using light manipulating technology he perfected, Finlay created a costume intent on becoming a super hero. Light killed Finlay by accident and originally took the suit to protect himself from the ghost of Finlay. However, Light also took Finlay's alias, Dr. Light, and became a criminal. Although a brilliant mind, Dr. Light was terrible at being a super villain and suffered from delusions of grandeur. He surfaced in Jump City and began to commit petty robberies only to become a recurring threat of the Teen Titans. While stealing gold, Light was traumatized by Raven, who lost control of her anger.
Months later, Light recovered and was back to his usual methods. Just after the Teen Titans destroyed Brother Blood's undersea base, Light broke into a bank vault in Jump City. The Titans responded while Aqualad and Bumblebee pursued Blood east. Dissatisfied with constant defeat, Light's obsession with luminescence grew. He infiltrated an oil tanker, formerly occupied by Mad Mod, and planned to drain 50,000 barrels of oil to power his Light Suit and flood Jump City in perpetual light. Raven quickly intimidated him by reminding him about their past encounter.
Soon after, Light joined the Brotherhood of Evil. In search of a new energy source, he journeyed to Sector 13, the Arctic Circle, and constructed a towering device that would transfer the power of the Northern Lights to his Light Suit via a crystal medium. However, the Teen Titans intervened and they fell into a lost world. After observing Kole's diamond mimicry, Light realized she could give him unlimited power. After kidnapping Kole and erecting a force field, Light was close to his dream of absolute power. Gnarrk, Kole's friend, utilized Cyborg's wrench to destroy Light's device. Starfire and Kole teamed up to destroy his Light Suit and neutralize him. Soon after, he several other villains appeared, all in pursuit of Robin's titanium briefcase. Light and the others were defeated by Red X. After the race ended, the Titans rounded them up for prison.
Dr. Light broke out of prison as the Brotherhood of Evil and the Teen Titans waged their final battle against each other in Paris. Rather than question his newfound luck, Light committed another theft but encountered a little under three dozen Titans.
