After his first Secret Society failed, Gorilla Grodd formed another organization. This time, it was modeled as a protection racket primarily concerned with aiding its members and affiliates against the Justice League Unlimited. In exchange for a cut of profits, the Legion of Doom would send other members to help in a battle against the League. The Legion worked in complete secrecy under the League's notice for some time. A mental failsafe was also implemented into each member. If subjected to telepathy, a member's brain would short out and leave them in a short comatose state. After the summer incident involving Brainiac and Lex Luthor, Grodd recruited Luthor to join in exchange for the last known fragment of Brainiac.
After stealing the Heart of Nanda Parbat, Grodd unleashed his true plan - to transform all of humanity into apes. He led a majority of members to raid Gorilla City but Batman, Superman, Wonder Woman, and Deadman ruined his plans and restored everything back to normal. The Legion membership became leery of Grodd's leadership. At the next meeting, Luthor staged a coup and took control of the Legion. He proved to be just as questionable a leader as he became more and more obsessed with resurrecting Brainiac. Luthor planned to appease the Legion by staging a theft of a shipment of Euro currency to Kaznia but his mind was accidentally switched with the Flash. Unaware of what happened, Dr. Polaris attempted to seize control. Luthor eventually returned to his body and overpowered Polaris.
Lex Luthor then forced all members to help convert the Legion's headquarters into a space craft in order to locate fragments of Brainiac. Grodd was freed by Tala and he formed a mutiny. As members took sides, a massive battle took place. Luthor's group had won and several traitors were frozen by Killer Frost. The ship then arrived at the remnants of Brainiac's base, blown up shortly after it invaded Apokolips. Instead of resurrecting Brainiac, Luthor succeeded in resurrecting Darkseid. Darkseid repaid Luthor by blowing up the ship, killing a majority of Legion members. Sinestro and Star Sapphire saved Toyman, Lex Luthor, Bizarro, Giganta, Killer Frost, Heatwave, Volcana, Cheetah, Evil Star, and Atomic Skull. They stole a Mother Box off Lightray and boomed back to Earth. They alerted the JLU and briefly allied with them to fight the forces of Darkseid. Once Darkseid and Luthor vanished, Batman gave the remaining Legion members a five minute head start for helping save the planet.
