Abel Tarrant was a sailor based in Coast City who moonlighted as a burglar. He happened to come into the possession of a special formula, that when taken, gave him the ability to create tattoos. Tarrant could animate these tattoos with a mere touch. After escaping arrest, Tarrant tattooed his body with an axe, shield, cannon and a dragon using the chemical from the formula as body ink. He called himself Tattooed Man and went on a crime spree. Exploiting his mental focus on multiple tattoos is his main weakness.
