Robert Du Bois suffered a mental breakdown, making him obsessed with the Vietnam War after he learned that his brother went to Vietnam in his place and became a quadruple amputee. Du Bois was manipulated by Lex Luthor into thinking that Superman was the enemy and supplied him with a teleporter and other high tech weaponry like kryptonite bullets.
