Mark Mardon was an infamous extortionist who was repeatedly confronted by the Flash. The Flash once prevented Mardon from blowing up the Metro Tunnel. He went into hiding and became involved with his younger brother, Ben's pet project. Ben Mardon planned to create a device he called the Weather Wand. It was designed to help society and control the forces of nature. Mark Mardon funded the project, with plans of his own.

"The Fastest Man Alive" charity race pitted Superman against the Flash. The first man to circle the globe 100 times would win. The contestants were to be tracked through electric clamps. Mardon, in disguise, rigged the clamps. They would generate enough high velocity ionic energy for Mardon to blackmail the world. As Weather Wizard, he issued a demand of a billion dollars to US General Richler at the Nimbus Tracking Station. Superman and the Flash detoured to confront Wizard.

Years later, Weather Wizard, entered into a pact with Metallo, Livewire, Toyman and Kalibak to get revenge on Superman. Weather Wizard was assigned to provide conditions that would give them the strategic advantage. Weather Wizard later ended up in the Legion of Doom. When Lex Luthor set out to retrieve Brainiac's remains, Wizard was called upon to contribute to wielding the Legion's headquarters building and make it space worthy. He died in the explosion caused by Darkseid.
