Claire Selton, at a young age, began to display a potential for pyrokinesis, the ability to create and control fire with the mind. Selton was enrolled into Metropolis' Center for Paranormal Studies, where she could safely learn the subtlies of kinetic manipulation. The Center was co-founded by the federal government, who was interested in having metahuman weapons.
Selton was taken by a black ops group called Project Firestorm, later absorbed into Project Cadmus. Selton's identity and life were deleted and she was codenamed Volcana. She went through systematic brainwashing procedure, including going as far to be seduced by the project's overseer. Eight years later, during an assassination contract, Volcana fled the scene and lived life on the run as a thief for hire.
Clark Kent and Jimmy Olsen were covering a display of rare Regatta collectibles at the Metropolis Yacht Club when they first encountered Volcana. As Clark Kent began to investigate further, he barely saved the life of the Director of Paranormal Studies. The Director willingly revealed what he knew about Volcana. She was captured by Project Firestorm. Its agents utilized a powerful fire retardant to nullify Volcana. They relocated her to a secret underground base and held her in an inert gas chamber. It turned out that Firestorm's funding was cut two years ago and was operating rogue. The overseer, Kurt, planned to sell Volcana to a foreign government interested in mutagenic research. Superman convinced Volcana to spare Kurt and escape.
Volcana returned to a life of crime soon after. She even encountered Supergirl. Time and time again, Volcana would escape her special prison chamber at Stryker's Island Prison. Years later, Volcana took part in a major prison break orchestrated by several super villains, Solomon Grundy, Copperhead, Luminus and Firefly. Volcana was outsmarted by Batman and Green Lantern when she and Firefly were trapped in a dome construct. By constantly using their pyrokinetic's, the dome's limited oxygen was exhausted and Volcana and Firefly fainted.
A few months later, Superman allegedly died. A legion of supervillains broke out of prison and rampaged through Metropolis until the Justice League arrived. Volcana was one of the super villains recaptured. She was also one of the few members of the Legion of Doom to survive Darkseid's resurrection and return to Earth.
