In response to the Justice League going public, the Light was founded by Vandal Savage and Ra's Al Ghul. Lex Luthor, Queen Bee, Ocean-Master, The Brain and Klarion were later brought into the fold. The Light functioned as a co-opted network of operatives. Key individuals were placed in key positions. The group placed themselves on the cutting edge of new technologies, genetic engineering, bio chemical engineering, robotics, nanorobotics and techno sorcery. In addition, they employed every conceivable form of mind control, cold hard science, and misdirection. The group of seven acted as the Board of Directors of Project Cadmus and are the originators of the genetics lab's secret breeding and cloning projects. They communicated with Dr. Desmond via computer screens that obscured their identities and voices to a degree. They appeared undaunted by the coming investigation by the Justice League and the, what they deem as temporary, loss of Superboy but were intrigued by the League's use of children to infiltrate Cadmus. They agreed the time came to use subtler means.

Little is known about the structure of the organization. In general, there are seven leaders, below them there are allies, operatives, and individuals with specific skills, and below them there are minions and so on. Not all operatives know who the seven leaders are but there is a very small handful of individuals that know who all seven are. The goal appears working towards advancing the human race, whom which the Light believes is stifled by the protection of the Justice League. The organization's central headquarters is located in Western Mongolia.

The Light used one of their associates, Sportsmaster, as a liaison to the Kobra Cult who produced Kobra Venom, a combination of Venom and Project Cadmus' Blockbuster formula. When Sportsmaster returned to them with just a single ampoule of the drug and another sighting of the Team, their attention became re-focused on young heroes. The Light assigned Sensei and his League of Shadows to steal raw data from S.T.A.R. Labs and WayneTech. On August 8th, the Shadows made their move but only stole intelligence from S.T.A.R. Labs. The Light noted the Team was again responsible for the setback but also revealed they had an operative on the inside. In late August, they tasked Black Manta with stealing a frozen giant echinoderm from Poseidonis.

The Light recently gained a silent partner in Darkseid who supplied them with advanced technology. On September 3rd, at 4:49 Eastern European Summer Time (EEST), this partner successfully teleported an object named the Sphere to the Bialyan desert where a team led by Psimon was waiting. On September 7th, the Light expanded its influence in Asia when Lex Luthor and Ra's Al Ghul influenced a treaty to be signed between North and South Rhelasia. At some time, the Light formed the Injustice League and supplied them with Kobra Venom. On October 1st to 2nd, the Light observed the Injustice League's use of the Plant Creatures. More importantly, the heroes mistook the League as the culprit behind its previous meetings. The Light were once again free to carry out their plans without the suspicion of the Justice League.

On November 5th, the Light carried out an operation to steal the sample of Starro from S.T.A.R. Labs in Gotham City. Klarion provided the distraction and Sportsmaster and Riddler stole the echinoderm succcessfully. The Brain and Klarion then met with Professor Ivo in New Orleans to integrate it with nano circuitry and magic. On December 30th, Lex Luthor and Queen Bee had Superboy, Miss Martian, and Artemis brought to Santa Prisca. However, the Team was ready and ambushed the villains. Luthor and Bee, however, evaded capture. At 23:46 EST, Vandal Savage teleported to the Watchtower where Red Arrow, the Light's mole, successfully implanted each member of the Justice League with Starrotech forged from the modified echinoderm. On December 31st, the Light dispatched six members of the League for an away mission. 16 hours later, they were recalled to the Watchtower by Savage and Klarion. Phase one of the Light's plan was completed. Phase two required the Justice League's continued existence, whether under the influence of the Light or not. Meanwhile, the rest of the Light raided Project Cadmus and confiscated namely Match and Roy Harper.

The Light then initiated plans to find fragments of an ancient statue and awaken the dormant alien weapon known as Tiamat. On February 17th, Team Year Five, Cheshire and Sportsmaster were sent to Greece, Killer Frost and Icicle Jr. to Verhoyansk, and Lex Luthor and Black Manta to Santa Prisca. After the archaeologist Dr. Sandsmark excavated a fragment near Olympia, the Light had her kidnapped and forced her to help locate the remaining fragments. Once the Team secured three fragments from their operations, the Riddler planted clues that would distract the Team and detour them to Gotham City while Klarion stole back the fragments from Aquagirl at the Metropolitan Museum of Art and equipment with properties of techno-sorcery were shipped to Bialya. As Klarion awakened Tiamat, the world was plagued with several natural disasters prompting the Justice League to initiate rescue and relief efforts. The Team stormed Bialya and entered the Esagila to save Aquagirl and stop the Light. However, the Tablet of Destiny, the one thing capable to stopping Tiamat, was badly broken. Aquagirl sacrificed her life to force Tiamat back into dormancy. The Justice League confiscated the statue and destroyed it, preventing the Light from having their weapon.

Nightwing did not want Aquagirl's sacrifice to be in vain and prompted the Team it was time to take the fight to the Light. In July, Team Year Five, the Light sent Sportsmaster and Deathstroke to take possession of the Scarab. Ted Kord died while preventing them from succeeding. In Team Year Six, the position formerly occupied by the now poor and disgraced Ocean-Master was replaced by Black Manta in light of a successful operation to destroy the Kroloteans which pleased the new partner of the Light, the Reach. As part of their agreement, the Reach would take Earth as their property and the Light would act as their favored agents. The Light had other plans and manipulated them from the start of their alliance. On February 13th, Sportsmaster and Partner made examples of Ugly Mannheim and Whisper A'Daire for "straying" from the Light. Black Manta wished to bring his son closer to the Light. The destruction of the Earth-Mars Communication Satellite, destruction of Mount Justice, and capture of Lagoon Boy, Blue Beetle, Impulse, and Beast Boy led to Kaldur's inclusion.

On April 9th, 07:12 Indochina Time (ICT), the Light heard Sportsmaster's grievance. Sportsmaster rejected the offer of reparations but the Light refused to allow him to kill Aqualad. Sportsmaster then attacked Black Manta but met his replacement, Deathstroke. Sportsmaster left the scene with Cheshire aboard a helicopter. The Light called for a summit with the Reach. On June 19th, 00:00 ECT, they met in an underground cavern on Santa Prisca. The Team infiltrated the summit and shattered the alliance once and for all. Of those in attendance, only the Brain and Black Manta were captured. Vandal Savage, Ra's al Ghul, and Klarion left the island. At 04:20 UTC, the Light made their play for the Warworld.
