In the 1930's, a new breed of heroes began to emerge. They were costumed crime fighters that were dubbed the "Mystery Men." In November 1940, enough of them warranted the formation of the Justice Society of America. Their prime motivation was to help battle the Axis powers; such as helping stop the Nazi invasion of Britain or saving President Roosevelt's life. But after the war was over, public tolerance of super heroes weakened as the communist hysteria took a foothold. In 1951, the "Joint Congressional Un-American Activities Committee" accused the JSA of communism and with the President, demanded that the JSA publicly unmask themselves and sigh loyalty oaths. The heroes refused and went into early retirement on September 14.
The void was filled by government sanctioned groups such as the Challengers of the Unknown, the Sea Devils, Argent and the Suicide Squad. However, it wasn't enough as the world was in a state of hopelessness and distrust. With the threat of the Centre, that fundamental hope was restored when both man and super hero joined forces.
