The Legion of Doom is Lex Luthor's initiative to expand the Joker Gang after four of its members were incarcerated at Gotham Jail. Luthor recruited Captain Cold and Cheetah to take Mr. Freeze and Catwoman's place. He also brought in his personal security guard, Bizarro. Luthor refused to acknowledge Joker's idea to call the new team the Laughing Legion. To hedge against the Super Friends, a divide and conquer strategy was adopted. Joker would steal various famous landmarks and place them in parts of Gotham City. One or two members of the Legion would wait near the landmark and ambush the Super Friend who came to investigate. Bizarro took on Superman on the Moon, Cheetah fought Wonder Woman on the Eiffel Tower, Poison Ivy fought Green Lantern near the Daily Planet, Flash encountered Captain Cold and Bane amid Arctic tundra, and Hawkman and Aquaman battled Penguin and Solomon Grundy at Slaughter Swamp. Superman and Wonder Woman's successes convinced Luthor to shift to plan B.
Joker and Luthor teleported Super Friends into special containment chambers designed to hold them indefinitely. The Legion gathered again at the Hall of Doom to witness the end of the Super Friends. Joker was supposed to teleport the Super Friends and Batman into the molten center of an active volcano but he took too long. Cyborg and Robin busted their way into the Hall and battled the Legion. The Super Friends and Batman were freed during the scuffle. They took back their weapons and defeated the Legion. They were safely deposited into a prison cell construct made by Green Lantern. While Joker tried to get mercy, Lex Luthor donned a giant mechanical suit. He was no match for the Super Friends. Joker wasn't finished yet and aimed the Lexporter 2.0 at the superheroes and Luthor. Luthor fired his Lexporter 1.0 the same time Joker fired the 2.0. The two beams collided and caused a massive overload. Joker and Luthor were caught in the blast and fused into one body. The Super Friends took the Legion to jail and returned the stolen landmarks.
