The Joker is the clown prince of crime. The Joker's crime's are usually crafted as a game and involve really bad jokes and his dangerous Joker toxin. Batman always interrupts his plans but it doesn't stop the Joker from committing crimes again and again! When he's not wreaking havoc, the Joker spends most of his time locked up at Arkham Asylum. The Joker formed his own Joker Gang and recruited other costumed criminals in Gotham City: Bane, Catwoman, Mr. Freeze, Penguin, Poison Ivy, Riddler, Solomon Grundy, and Two-Face. As the gang's budget dwindled and every theft they planned was thwarted by Batman, Joker lost Catwoman and Mr. Freeze. Joker led a robbery at the Gotham First National Bank. As he exited the bank with the stolen money, Joker sighted the arrival of Batmobile. He jumped into the Riddler Car and left Two-Face to dispatch the Dynamic Duo. They overcame Two-Face and immobilized the Riddler Car. Joker abandoned the Riddler and the money. He ejected and hooked onto the Penguin Copter. Joker and Penguin returned to the Laff Factory, hideout of the Joker Gang.

In need of cash fast, the Joker decided to try and sell Solomon Grundy's Kryptonite to Lex Luthor for $1 billion. Luthor found the price too excessive and teleported to the factory to talk face to face. Joker happily traded the Kryptonite for Luthor's prototype Lexporter device. Joker went on a crime spree leaving no evidence of forced entry behind nor was he detected by security cameras. Joker replaced the money in the Gotham Bank with Joker cards then painted his visage and sometimes Luthor's on every piece of art kept at the Gotham Art Museum. Joker tried to abate Luthor's crankiness with a promise they would rule Metropolis and Gotham City together but Luthor demanded a more suitable base of operations. Joker offered the top bunk but Luthor refused and showed off his hi-tech mobile laboratory, the Hall of Doom. Joker was amused with Luthor's new recruits and his attempt to rename the gang to Legion of Doom was met with the suggestion of Laughing Legion. The move was cemented when Joker saw Luthor's Lexporter 2.0.

The Joker was unsure about what to do with the Laff Factory so Luthor suggested he blow it up. Joker crafted a scheme to destroy it with Batman trapped inside. He teleported a giant jack-in-the-box into the lobby of the Gotham Treasury. Like he assumed, Batman and Robin were brought in by Commissioner Gordon to investigate. He teleported the Treasury to the Moon. As Robin walked around the foundation, Joker teleported in the Laff Factory and captured him. Robin was bound to Joker's Wheel of Misfortune deathtrap. While Batman dealt with the choice of saving Robin or himself, Joker teleported outside to his Joker Tank and fired on the factory. When the smoke cleared, the factory, tank, and Joker were gone. Luthor began to worry the Super Friends would soon join Superman in Gotham City so Joker happily obliged a divide and conquer strategy. Joker used the Lexporter to steal world famous landmarks and deposit them across Gotham. As the Super Friends spread out and encountered members of the Legion, they began to turn the tide.

Joker was beside himself so Luthor went with plan B and began teleporting Super Friends into special containment tubes in the Hall of Doom. Joker was smitten with the Legion's success and shaked Luthor's hand. It was just a ruse and Joker had a trick joybuzzer. Luthor was angered when he found out Joker teleported the Statue of Liberty into the Slaughter Swamp, risking discovery of the Hall. Joker didn't think Hawkman and Aquaman were a threat to their plans and doused Luthor in Laughing Gas so he could lighten up. Joker teleported them and Batman into the tubes, capturing all the heroes, and introduced the Legion of Doom to them. Joker showed them they would meet their demise by being teleported into the molten center of an active volcano. Joker played around with the countdown and failed to execute the Super Friends before Robin and Cyborg arrived. Joker sent the Legion after the heroes but the Super Friends were freed and defeated the villains. Joker tried to illicit sympathy but Luthor, in a giant mechanical suit, knocked him aside.

The Legion was imprisoned, Luthor was defeated and the Kryptonite was hidden away. The Joker didn't surrender and turned the Lexporter 2.0 on the Super Friends and Luthor. Luthor armed his Lexporter 1.0 and fired the same time as the Joker did. A massive overload built up by the two beams and fused Luthor and Joker into the same body. Joker didn't want to be embarrassed of stealing Two-Face's M.O. and argued with Luthor about whether they were going to Gotham Jail or Arkham Asylum.
