Lex Luthor is best known as Superman's archnemesis! He tries everything to defeat the super-hero but fails every time! He's the richest and most powerful man in Metropolis so unfortunately he never runs out of new inventions to use against Superman. Lex Luthor saw crime as a business and often sought ways to make money without lifting a finger. Operating from the Hall of Doom, a hi-tech mobile laboratory, Luthor experimented on trying to clone Superman but an accident took place and Bizarro was born. Though embarrassed, Luthor noted how loyal Bizarro was to him and kept the oddity as security. Luthor began to dabble in teleportation and succeeded. He wore his prototype on a wrist and completed a more powerful cannon version.

Luthor received a phone call from the Joker and was offered to chance to buy a hunk of Kryptonite for $1 billion. Luthor found the offer too excessive but admitted he could use the Kryptonite. Luthor teleported himself into Joker's Laff Factory and proposed a trade: his prototype Lexporter for the Kryptonite. As Joker's newest crime spree progressed, Luthor became irritated and disgusted by Penguin's snoring, Solomon Grundy's smelly feet, Joker's creepy clown sheets, and all the pies laying around. He declared if he was going to spend more time in Gotham City, he required a more suitable base of operations. Luthor took the gang to the Slaughter Swamp and revealed his Hall of Doom. Inside, Luthor introduced Bizarro, Captain Cold, and Cheetah -- an expansion to the gang. Luthor proclaimed it would be renamed the Legion of Doom. Joker agreed to everything after he saw Luthor's Lexporter 2.0. When Superman arrived in Gotham, Luthor anticipated the rest of the Super Friends would soon follow. He needed a divide and conquer strategy.

The Joker obliged him and ran a wild goose chase by stealing and planting various world famous landmarks across Gotham. When Superman and Wonder Woman overcame their respective challenges, Luthor opted for plan B and teleported the heroes into special containment tubes in the Hall of Doom. One by one, the Super Friends were captured. Luthor could no longer handle Joker's wild risks once he discovered the Statue of Liberty was put right in Slaughter Swamp. He blew up at Joker and was blasted with Laughing Gas. Luthor fell prey to a laughing fit for a time. He recovered around the same time all of the Super Friends and Batman were caught. Luthor declared no treasure, no monument nor person were outside of his reach then had Joker start the countdown of the Super Friend's execution. Joker took too long and was interrupted by the arrival of Cyborg and Robin. During the chaos, the Super Friends were freed. Luthor slipped away from the battle and activated his giant mechanical suit. As Joker begged for mercy, Luthor stepped forward and knocked him aside.

Superman charged Luthor but discovered Kryptonite was kept in the suit's chest cavity. Luthor socked Superman. Batman piloted his Batbot and fought Luthor to a near draw until the latter fired his laser cannons. Wonder Woman led the Super Friends and tangled up Luthor's suit with her Lasso of Truth. Green Lantern knocked the suit over and Hawkman extracted Luthor. Joker refused to give up and aimed the Lexporter 2.0 at the heroes and Luthor. Luthor armed his Lexporter 1.0 and fired the same time as Joker. The massive overload caused by the two beams fused Luthor and Joker into one body.
