In 1945, Office of Strategic Services (O.S.S.) Squadron leader, Colonel Richard Flagg, of the US Air Force (USAAF) was attached to a secret transport in the Pacific involving Axis scientist, Dr. Dieter Teschner. Communication was lost and the transport suffered heavy casualties. Flagg survived on an island teaming with prehistoric monsters. A rescue operation headed by the Losers was sent. Flagg, alone, returned to the States with a film copy of Dr. Teschner's notes.

Flagg earned a reputation of burying more men than anyone but Soviet leader, Joseph Stalin. A tactical genius and warrior, the war stripped Flagg of his humanity and deprived him of the ability to function in a normal world. Flagg, the officer, never missed a beat. But, Flagg, the man, never really recovered. After the war, OSS was reformed into the C.I.A. and Task Force X. Task Force X was then split into two divisons, Argent and the Suicide Squad. The government believed that loss and guilt could be nurtured into an almost suicidal sense of duty and unbridled patriotism. Men with nothing to lose would take part in missions with low survival rates.

Flagg took up service for nearly 15 years. He later became part of Operation Flying Cloud, the government's attempt to leapfrog into space. The crux of the op was a naturally gifted pilot named Hal Jordan, who Flagg was skeptical of. In the flight to Mars, complications arose and Flagg felt it was the right thing to detonate the ship before it crashed into the atmosphere. There was a secret protocol. The ship was armed with three warheads. Superman rescued Hal Jordan, but Flagg managed to detonate and perished.
