Hob's Bay is a section of Metropolis targeted by Lena Luthor and Toyman for destruction. They wanted to then rebuild it as toy paradise strictly for kids. Toyman destroyed much of the area according to plan but Supergirl intervened and punched his robot out of the sky and a building fell on it. Lex Luthor announced Lexcorp would sponsor a restoration project that recruited teenage students in helping choose how to rebuild Hob's. Students were directed to find the Lexcorp Navibot, the clerk for the restoration project, in order to learn which districts were active then choose a preferred building design. A few days later, a ceremony was held by Lex Luthor to debut the new building. Kara Danvers met with Karen Beecher on the east side. Beecher analyzed the data on the toy army and determined the mastermind prepped ahead of time and hid the toys in town the day before the ceremony. The Super Hero Girls went on a stake out and defended the newest building from the toys. During the second new building debut ceremony, Luthor promised to protect the project using technology.
Lois Lane tried to interview Toyman but he refused to talk to her because she wasn't a customer. Danvers overheard them and joked one pretended to be a reporter and the other pretended to own a toy store. Toyman exclaimed he wasn't playing make-believe and stormed off. After the Super Hero Girls stopped Livewire from destroying Sweet Justice, the Super Villains gathered in Hob's Bay but the police were quick to respond. Harley Quinn covered their retreat with a smoke bomb. The Super Hero Girls traced a delivery truck stolen by the toy army to a pet food delivery company in Hob's Bay's Port Area. They had to deal with a rampaging Giganta and lured her to the plaza while Navibot evacuated citizens to safety. Angered by Giganta hitting trees, Poison Ivy came to the girls' aid and held her down with giant vines. Catwoman and the others arrived. Wonder Woman tried to talk to them about the toy army incidents. Star Sapphire stated toys were for kids and they wouldn't use them. Harley threw out a smoke bomb and the villains left the plaza.
Beecher got an idea to install a device on Navibot and it in turn would send them alerts about the toy army. Lena Luthor tried to sabotage the restoration project and disabled Navibot so it couldn't access its database. Barbara Gordon called up Lexcorp customer-support and submitted a photo of Navibot to them. They instructed her to take Navibot to higher ground so it could get an unobstructed signal and reset properly. The girls escorted Navibot to the top of Bayfront Park and battled the toy army. Bumblebee noticed a piece of paper and realized it was Doris Zuel's math test. She and Diana Prince decided to talk to Zuel. Upset about not getting a copy of the "Batman vs Joker: Ultra-Limited-Edition" comic, Harleen Quinzel went along with Gordon to Hob's to participate in the next fundraising campaign. They each chose a building and submitted it to Navibot. A few hours later, that night, Harley Quinn defended Gordon's building from attack by the toy army. The Super Hero Girls eventually showed up and were surprised to see her doing something good.
During the next ceremony, Luthor commented on underground repairs in Old City. Quinzel and Gordon made up excuses and made their way to Old City to look for the latter's comic book. At the next ceremony, Beecher got a notification about the toy army and happened to spot Toyman. After defeating Toyman in Old City, the girls followed Lex Luthor's car, a target of the toy army, to an electronics store by the North Bridge in Old City then to Hob's Bay. Carol Ferris and Hal Jordan settled at the Hill District. The toy army resurfaced and attacked Lex Luthor's car nearby. In the chaos, Jordan ran away. Ferris was naturally angered. The Super Hero Girls, Catwoman, and Harley arrived and they fought off the toys. Wonder Woman invited Sapphire to join them but she refused to ally with a Green Lantern. Bumblebee pointed out they lost the car. Ferris searched Hob's for the car by herself. Ferris and Jordan attended the next restoration project ceremony. She wanted to see a movie but Jordan tried to get out it and claimed he had something super important to do. She knew he was lying because she had his schedule memorized.
The ceremony was interrupted by a Lexcorp Warsuit. Zatanna teleported the warsuit, the other Super Hero Girls, Catwoman, and Harley Quinn to Zatara's Realm. They were all transported back to the real world after the Warsuit was disabled. Lexcorp planned to hold a grand event at Hob's Bay Bayfront Park to celebrate the climax of the project. The Super Villains decided to meet at the Container Port the night before but Livewire and Poison Ivy declined to attend out of disinterest. Catwoman was eager to crush the mastermind behind the toy army. The day before the celebration about the climax of the restoration project at the Bayfront Park, Lena Luthor threw a tantrum over Lex deleting her Superstapost account because it was only for adults. On Superstapost, Toyman announced there was going to be a toy parade at Hob's. That night, Toyman sent his toy army to attack Hob's Bay then rampaged in Old City. The celebration went off without a hitch the next day. Lois Lane lamented news was going to get slow again.
