Toyman is a young boy who teamed up with Lena Luthor to destroy Hob's Bay in Metropolis. He envisioned it as a revolution for kids and wanted to rebuild Hob's as a toy paradise. Toyman boarded his giant robot under Old City, deployed, and attacked Hob's Bay. Toyman destroyed much of the area according to plan but Supergirl intervened and punched his robot out of the sky and a building fell on it. Toyman on occasion sold his toys from a cart in Old City. A few days after the initial attack on Hob's, Toyman observed a toy store's virtual reality demonstration from around the corner of a nearby building. Soon after, several of his toy army attacked the store. During the second new building debut ceremony, Lois Lane tried to interview Toyman but he refused to talk to her because she wasn't a customer. Kara Danvers overheard them and joked one pretended to be a reporter and the other pretended to own a toy store. Toyman exclaimed he wasn't playing make-believe and stormed off. A few days later, Doris Zeul says Toyman's stand and called it useless junk. Toyman swore he would never forgive the insult.
After Poison Ivy's giant vines inadvertently stopped a stolen delivery truck used to transport the toy army, the girls noticed the toys were Toyman's and Jessica Cruz suspected someone else was using them. They traced it to a pet food delivery company in Hob's Bay's Port Area. After several Mary dolls disrupted Catwoman's gem robbery in Old City, the Super Hero Girls saw Toyman going into back alleys. They lost him but noticed a high end car. They spotted an open manhole and went underground. Toyman spoke to someone in the Lexcorp control center but saw the girls and sent his toy army after them. Toyman appeared at the next restoration project ceremony and the toy army attacked like clockwork. Catwoman and the Super Hero Girls stumbled upon Toyman and his prototype Toyman Robot somewhere underground in the northwest part of Old City. They recognized his voice as the same as the pilot of the giant robot. He decided to use them as live targets for a performance test. Catwoman took down the generators in the room supplying force fields then attacked the Toyman Robot's missile launcher.
Toyman was angered by the robot's defeat but was lassoed by Wonder Woman. Lex Luthor arrived with the police and took him into custody along with the robot. Toyman continued to work on the Toyman Robot in secret. The night before the celebration about the climax of the restoration project at the Bayfront Park, Toyman sent his toy army to attack Hob's Bay then rampaged in Old City. The Super Hero Girls and most of the Super Villains went underground and chased after Toyman and fighting his army, only to end up in a trap. Several giant Cornelius toy robots armed with equally giant bombs were activated. They escaped thanks to Zatanna and Giganta and later Green Lantern and Poison Ivy then chased Toyman up a set of stairs. The two teams realized they were in the Lexcorp tower where Lena Luthor revealed she was Toyman's ally. Luthor and Toyman piloted the completed Toyman Robot and attacked the two teams. Using teamwork, they disabled the robot's laser and arm cannons. Toyman decided to risk it and powered up the laser cannon. It blew up and he and Luthor were ejected. She threw a tantrum. Lex Luthor entered the chamber and dragged her off to her parents and ordered Toyman to come along, too.
