Sarge Steel is a high ranking administrator at A.R.G.U.S. and lost his hand in an undisclosed incident. In search of more information about Harold Goldblum, Batman went to the Gotham branch of A.R.G.U.S. and met with Sarge Steel. Steel thanked him for his assistance with an operation involving the League of Assassins in Nanda Parbat then tried to make small talk about Lady Shiva. Batman didn't respond. Steel noted he had a lot going on but could spare a few minutes. Batman inquired about Goldblum. Steel's prosthetic hand malfunctioned and smashed his coffee mug. He yelled for Henderson then asked Batman how he even knew about Goldblum's kidnapping because there was a total media lockdown. Batman hinted he had eyes and ears everywhere. Steel reminded him hacking the A.R.G.U.S. computers was a federal crime. Batman started listing Goldblum's resume, while Henderson cleaned up, then asked what he was working on.

Steel dismissed Henderson then stated that was classified and his hands were tied. Batman keyed on how he put it and recalled a fringe hacker group recently accessed information about key A.R.G.U.S. employees and some of them seemed to be engaged in "questionable nocturnal activities." Steel was aghast at being blackmailed. Batman stated he was explaining that he could help stop a crime in exchange for some information. Steel stated for the record that what Mistress Ilsa did for him was considered therapy in some countries then handed Batman Goldblum's dossier. He admitted it was an odd case because there was nothing, no ransom demands or political requests. He speculated Goldblum was killed or kept alive for reasons unknown. Batman asked if there were any leads. Steel admitted the investigation hit a dead end but pointed out Goldblum's field of expertise was man-made pandemic terrorist attacks and that he was the world's leading expert on the subject. Steel admitted a part of him hoped Goldblum's kidnappers killed him.

Batman and Sarge Steel entered Goldblum's apartment. Steel was skeptical he would find anything since his team went over it a dozen times already. Batman stated his best people weren't him. He looked at the leaves on the floor near a pot and picked one out. Steel became sarcastic. He didn't follow until Batman alluded to it being from Floronic Man. Batman tried to hail Nightwing on comms but got no answer. Steel offered to send out a search team but Batman declined, sure he could handle himself. Batman, Nightwing, and Harley Quinn failed to capture Poison Ivy and Floronic Man at their hideout. While firefighters and paramedics dealt with the aftermath, Batman consulted with Sarge Steel. Steel called in the FBI and the National Guard to help with the manhunt and dispatched A.R.G.U.S. tactical agents to aid Batman in Weinwright Swamp.
