A.R.G.U.S. is a United States federal agency that acts as a watchdog monitoring the planet like the myth Argos it takes its name from and interceding when needed. Batman aided A.R.G.U.S. in Nanda Parbat against the League of Assassins, namely Lady Shiva. After Harold Goldblum was kidnapped out of his apartment, A.R.G.U.S. placed a total media blackout on the incident. The forensics team went over the apartment a dozen times and found nothing but overlooked a leaf left behind by Floronic Man. Two days later, in search of more information about Harold Goldblum, Batman went to the Gotham branch of A.R.G.U.S. and met with Sarge Steel. He inquired about Goldblum. Steel's prosthetic hand malfunctioned and smashed his coffee mug. He yelled for Henderson then asked Batman how he even knew about Goldblum's kidnapping. Batman hinted he had eyes and ears everywhere. Steel reminded him hacking the A.R.G.U.S. computers was a federal crime. Batman started listing Goldblum's resume, while Henderson cleaned up, then asked what he was working on.

Steel stated that was classified and his hands were tied. Batman keyed on how he put it and recalled a fringe hacker group recently accessed information about key A.R.G.U.S. employees and some of them seemed to be engaged in "questionable nocturnal activities." Steel was aghast at being blackmailed. Batman stated he was explaining that he could help stop a crime in exchange for some information. Steel stated for the record that what Mistress Ilsa did for him was considered therapy in some countries then handed Batman Goldblum's dossier. He admitted it was an odd case because there was nothing, no ransom demands or political requests. He speculated Goldblum was killed or kept alive for reasons unknown. Batman asked if there were any leads. Steel admitted the investigation hit a dead end but pointed out Goldblum's field of expertise was man-made pandemic terrorist attacks and that he was the world's leading expert on the subject. Steel admitted a part of him hoped Goldblum's kidnappers killed him.

After Poison Ivy and Floronic Man evaded capture and the former's hideout exploded, Batman consulted with Steel. He called in the FBI and National Guard to aid in the manhunt. An A.R.G.U.S. tactical team accompanied Batman, Nightwing, and Harley Quinn in Weinwright Swamp but the agents were decimated by Ivy's plant traps.
