Amanda Waller is the supervisor of Task Force X, a black ops team comprised of super criminals that take on the impossible of missions in exchange for a commuted sentence. To reinforce loyalty to her, Waller has all operatives implanted with nanite technology in their brains. If they don't follow orders, run away, or any other form of insubordination, Waller blows them up. Task Force X failed to capture their AWOL teammate, Killer Croc, at the Gotham Zoo. They were surrounded by a tactical team. Amanda Waller addressed them and ordered Croc into a van. Croc tried to explain himself but Waller told him it was pointless to test her patience. Croc realized she was alluding to the nanites implanted in all her operatives and complied. Harley Quinn had stumbled into the operation by coincidence and realized Croc lied to her about being a victim of mind control experiments and kicked him in the crotch.
Waller noted she took out all of her operatives, unarmed, and invited her to join Task Force X and take care of the problems the Justice League was too squeamish about. Harley declined. Waller believed she'd revert to a criminal and would have her anyway. Harley declined again and stated she learned a lesson, to stop listening when someone told her they needed her help. She picked up her handbag and walked away.
