Five rejects from Legion of Superheroes Try-Outs were inspired by Bouncing Boy to keep on trying and to perfect their powers. Porcupine Pete, Infectious Lass, Chlorophyll Kid, Color Kid, and Stone Boy banded together and patrolled New Metropolis.
Their first major case came when they encountered Starfinger's latest theft ring. When Brainiac 5 dismissed Starfinger as a minor annoyance, the five took the initiative and confronted the villain. Stone Boy realized the connection between Starfinger and the crisis in the ionosphere. He explained the situation to his team and they warned the Legion. When it turned out to be correct, the Legion was impressed.
The Legion of Superheroes made an arrangement for them to handle cases they were to busy to deal with and gave them Flight Rings. They were the Legion of Substitute Heroes. During universal threats, the Substitutes arrived to help, including the Sun Eater and Brainiac cases.
