Ulu Vakk was born on Lupra and worked at a local laboratory. Its current project was conducting research on the nature of energy. While in the lab, Vakk was struck by a beam of light from another dimension and received the power to alter any electromagnetic property or organic and inorganic objects and beings. His first feat was to change the frequency and wavelength of an object. As a result, the object reflected light differently and took on a new color.
Vakk applied for Legion membership as Color Kid but was rejected on the basis that his power was useless in a fight. He believed it was because he chose the wrong colors to display. In the following battle against Starfinger, he used his imagination to make his powers an offensive threat. He could use his power to cast an illusion of sorts. After altering the color of Stone Boy, Starfinger was tripped up.
The Legion of Superheroes made an arrangement for them to handle cases they were to busy to deal with and gave them Flight Rings. During universal threats, the Substitutes arrived to help, including the Sun Eater and Brainiac cases.
