Harley Quinn appeared atop Gotham City Hall with magic powers supplied by Brother Night. People ran in terror. Zatanna cast a magic shield around Harley to contain her powers. Harley attempted to breach the shield but the feedback knocked her out and she bounced off the roof and landed near Batman and Zatanna. Toyman used mind control helmets to take over Cyborg and Plastic Man then raided City Hall's coffers. Batman confronted Toyman and Cyborg after they triggered an explosion inside and gave chase.
