H.I.V.E., the Hierarchy of International Vengeance and Extermination, is a mercenary group founded by a scientist calling himself the H.I.V.E. Master. They commit acts of scientific terrorism across the world and are often opposed by the Justice League. H.I.V.E.'s motif is based on bees and honeycombs.
H.I.V.E. plotted to destroy Metropolis with a Cobalt Fusion Bomb. Wonder Woman, Batman, and Green Arrow raided a known base in an effort to find a lead on their plans. Wonder Woman grabbed one soldier with her Lasso of Truth and demanded the bomb's location. He resisted at first then revealed the H.I.V.E. Master was going to detonate a Cobalt Fusion Bomb. The soldier was rendered unconscious by sleeping gas from a fail safe device affixed on his armor before he could reveal the bomb's location. The H.I.V.E. Master declared by the time he woke up, Metropolis would already be destroyed. The League returned to the Watchtower to try and pinpoint the bomb's location through its radioactive signature but were paid with an unexpected visit from Athena, the goddess of wisdom, who announced Wonder Woman would be the new goddess of truth. She agreed to let Wonder Woman finish one last mission. Athena's owl companion Bubo flew to the Watchtower's computers and quickly discovered the H.I.V.E. base.
They flew to Metropolis' docks. H.I.V.E. Master stated they would not live to see the base. H.I.V.E.'s defenses activated and fired at the League's jet. A cluster of missiles and lasers crippled it but the League and Athena made their way into the base. Soldiers set up a defensive perimeter around the bomb after they discovered the secret passage going underground. H.I.V.E. soldiers took up defensive positions and some manned turrent stations. They were no match for the League and Athena. The H.I.V.E. Master dropped down in a bee robot and attacked. Wonder Woman eventually gained the upper hand and removed the Master. He activated the bomb's 30 second countdown. Wonder Woman knew he wouldn't sacrifice his own life and stuck him to the bomb with his robot's own sticky substance. As she predicted, the Master stopped the countdown. Athena had seen enough to admit her heroing was more important and released her from the gods' decree.
H.I.V.E. went on a crime spree in Metropolis and hit four technology firms in the span of 24 hours. Firestorm and Stargirl were assigned to stake out a fifth likely to be targeted next. The hunch was correct and a group of H.I.V.E. soldiers set off an explosive. Firestorm and Stargirl engaged them in combat. While she was distracted by Firestorm's attempts to impress her, Stargirl lost her staff to one of the soldiers. The soldiers surrounded them. Firestorm improvised and transmutated the ground under them into pudding. They sank like quicksand. H.I.V.E. attempted to recruit new members out of a youth center but Batman heard about it from the streets. Batman, Booster Gold, and Wonder Woman encountered H.I.V.E. Master and his soldiers. As Batman and Wonder Woman decimated his army, H.I.V.E. Master broadcast a frequency that allowed him to control every soldiers through a hive mind. Batman prompted Booster to take out the device controlling them but he was distracted by the sudden disappearance of a fire hydrant.
H.I.V.E. Master fired a net at Booster and entangled him. Batman armed a Batarang and threw it at the Master's robot. It shorted out and fell on its back. The soldiers came to their senses. They realized their master was defeated and ran off. Wonder Woman gave chase while Batman chewed out Booster. Batman, Wonder Woman, Cyborg, and Plastic Man searched for one of H.I.V.E.'s jungle base but it was heavily cloaked and they came under attack with cloaked weaponry. Plastic Man deployed in Justice-4 by accident, crashed into part of the base by coincidence and knocked out the cloaking generator, then saved Batman by ramming the submarine into H.I.V.E. Master's robot.
