S.T.A.R. Labs is a private scientific institution based in Metropolis that researches and develops cutting edge technology and related fields. In Metropolis, it is located near the Super Hero High School campus. Dr. Faulkner took part in a government project to manufacture superpowers. She wanted to create an army of supers to turn Metropolis into the safest utopia in the world. With Mayor Sackett's help, they selected certain citizens to be unwitting test subjects and gain abilities through her superpower-infusing tech, super tranfusion for short. Faulkner used herself as the first test subject then Killer Croc, Bette Sans Souci, and Jimmy Olsen. During a middle school field trip to S.T.A.R. Labs, Pamela Isley wandered off into a restricted zone to look at some plants in a room unlike anything she had ever seen. A mutant venus fly trap came up behind her and attacked. Isley dodged it and tried to kick it away but the plant bit her left arm. She collapsed. Harleen Quinzel found her and called for help. Dr. Faulkner, the scientist giving the tour, saw the fly trap and administered an untested antidote to Isley.

Faulkner realized youth was beneficial to her super transfusion process and trained Isley to master her plant manipulation powers. A few years later, Catwoman was perched on a roof in downtown Metropolis one night and witnessed an explosion caused by Plastigue on the thirteenth floor of S.T.A.R. Labs. When Super Hero High's on-call hero crew arrived, the Batjet's radar picked up three people on the thirteenth floor. Catwoman carried out a cage filled with three rats but asked them not to tell anyone she rescued them because she had a reputation to keep up with kittens. Wonder Woman and Bumblebee flew out two security guards. Supergirl used her super breath to put out the fire. Ivy recognized the third victim as Dr. Faulkner and asked Supergirl to get her to a hospital. Lois Lane arrived on the scene but she was barred entry by Mayor Sackett, who treated her like a little girl. Lane flashed her all access press pass and asked him what the explosion was about.

Sackett only commented it was a lab accident and mockingly told her it was awfully late for a girl to be out alone. Sackett started talking to the police officers posted at the entrance about how he was the best mayor Metropolis ever had. Lane sneaked in behind them. Batgirl found the epicenter of the explosion. She noted it had the trademarks of a plastic explosive but she didn't see any remnants of an explosive device or mechanism. She wanted to take one more good look around before the cleanup crew came into the room. Bumblebee and Batgirl happened to find Ivy in a room filled with plants. They looked in the break room but Bumblebee only found a half-eaten fish fillet and Lane hiding in a janitor's closet. Bumblebee and Lane did their old middle school chant. Lane mentioned what Sackett told her but Batgirl pointed out he wouldn't know that since the detectives haven't even seen the crime scene yet.

As they stepped outside, Sackett greeted them with Ron Troupe and Jimmy Olsen from the Daily Planet. He wanted a photo op but was surprised Lane was with them. Batgirl stated she was with them. Sackett replied a friend of his favorite super heroes was a friend of his. He asked Lane to scoot over. She didn't like Troupe getting to cover the story. The Daily Planet published an article quoting Sackett saying it was just an explosion drill. The next day, Sackett tracked down Bumblebee and Supergirl at Capes & Cowls Cafe and invited them to come with him to S.T.A.R. Labs so Dr. Faulkner could thank them personally for helping rescue her. He directed them to an elevator then pushed a concealed button which took them to a secret lab. Jimmy Olsen happened to be waiting for the elevator. Sackett told him to go back to the Daily Planet and take care of that "thing." Sackett then revealed to Supergirl and Bumblebee their skills were so impressive, he and Faulkner wanted to invite them to a super hero club they were putting together.

Bumblebee was already skeptical of their intentions and questioned how quickly Faulkner recovered from her serious injuries. Faulkner demonstrated her own super powers and transformed into a super strong brute she called Rampage. She withstood Bumblebee's stinger blasts and Supergirl's heat vision then grabbed Supergirl and declared she was a super hero trying to protect Metropolis and save the world but needed super-powered children to finish her plans. She fired liquid Kryptonite on Supergirl while Sackett fired a electromagnetic device to disable Bumblebee's super suit. She was trapped under a beaker. She returned to her human form and set about to replicate Supergirl's sun-charged strength and Bumblebee's super suit. Faulkner revealed she was trying to make an army of supers to make Metropolis the safest utopia in the world and selected certain citizens to be unwitting test subjects. Steve Trevor was chosen as the sixth and next test subject. Trevor wasn't sure about going through the transfusion at first but the thought of being like Wonder Woman put him at ease even when Faulkner asked for his loyalty and protection in return.

Bumblebee pushed her beaker prison over the edge of the table and tried to warn Trevor not to do it. Mayor Sackett addressed the next batch of teenagers chosen but Wonder Woman punched a hole through the northern wall. Sackett quickly confessed Faulkner was the mastermind. Catwoman elected to stay behind and keep Sackett detained. Harley and Ivy tried to lead the four teenagers out but a lockdown was initiated. Ivy summoned the same venus fly trap that bit her years ago and commanded it to break the sealed door down. Faulkner transformed into Rampage and tried to force Trevor to take the transfusion but Wonder Woman socked her. Batgirl helped restore Bumblebee's suit while Katana helped free Supergirl of her Kryptonite restraints. Rampage ran for the elevator and tried to escape but Ivy commanded Bud the venus fly trap to restrain her. Ivy ordered Bud to let go once Wonder Woman restrained her with the Lasso of Truth.

Ivy confronted Rampage about taking advantage of her. Rampage called it easy but insisted she made her better and stronger. Bud wrapped itself around Rampage's mouth. Sackett and Faulkner were taken away by the Special Crimes Unit. Much to Supergirl and Bumblebee's surprise, Wonder Woman went to talk to Steve Trevor and asked him to the spring dance.
