Amanda Waller is the hard-nosed, strict, no-nonsense principal of Super Hero High School. She knows the world can be tough on Supers, and she strives to ensure that her students are ready to take on anything. In the late 1980s, on June 15, Waller was doing a crossword puzzle in the Daily Planet newspaper when Solomon Grundy arrived and chased after her. Batgirl and Harley Quinn returned in the Time Machine school bus and intervened to save Waller and repair the timeline. Waller hid behind stairs and was amazed to see real superheroes. She was inspired and grabbed a trash can lid, using it to block one of Grundy's punches. The trio defeated Grundy. Waller thanked Batgirl and Harley then told them to call her Amanda. As they headed for the bus, Waller asked if she would ever see them again. Batgirl hinted to remember "Super Hero High." She went on to become principal of Super Hero High and teaches a course called Task Force X. According to rumors, Waller recruited Gorilla Grodd from prison to be her Vice Principal as part of a work release program.

Years ago, Darkseid hijacked the school's Boom Tubes and brought his army to Earth. The super heroes nearly lost but defeated Darkseid. For everyone's safety, only Waller had access to Boom Tubes. Federal Service Agent of the Year awards line her office. Waller is credited with keeping on campus injuries to a minimum, scaring the heebie-jeebies out of students, and always demanding the best. Principal Waller greeted Wonder Woman on her arrival. Wonder Woman presented Waller with an Amazonian shield and formally admitted it was an honor to be the first of her people to attend the school. Waller introducer her to the new student ambassador Bumblebee. As Bumblebee took Wonder Woman on a tour, Waller advised Bumblebee to take care of her on account she was a one of a kind catch for Super Hero High. Wonder Woman didn't understand the metaphor at first.

After Wonder Woman's first semester completed, Waller asked Wonder Woman to help convince Supergirl to join. On her first day, Supergirl crashed into the cafeteria. Waller initiated damage control protocol and left Grodd to supervise. Waller went to the roof and warned Wonder Woman to be sure the Amethyst wasn't damaged since it had more energy than a nuclear power plant. At the end of the day, Waller found Supergirl accidentally trying to open the doors to the Boom Tubes while she searched for the dorms. Waller opened the room and told her about the Boom Tubes, the prior conflict with Darkseid, and reiterated the entire universe counted on Earth's superheroes. She had the Metropolis Junior Detective Society escort Supergirl back to the dorms. Waller became concerned with the attempted break-in to the Boom Tube room. The junior detectives suspected Grodd and presented their findings to Waller. Not one to take any chances, she revoked Grodd's security clearance while she reviewed the case. Grodd was infuriated and quit.

Once Granny Goodness charged herself and the Female Furies with the Amethyst, they stormed into Waller's office. Waller was the first to fall victim to the Mother Box's brainwashing frequency. Granny spread the frequency across the school and took over everyone's mind. Batgirl and Supergirl neutralized the frequency with their efforts and the student body fought back. Waller sentenced them to Belle Reve Penitentiary and Juvenile Detention Center. Grodd took the honors and chucked them through the open Boom Tube. A special ceremony was held. Waller thanked Supergirl for her vital role in their victory and announced the newest super to be accepted to Super Hero High would be Batgirl. For an Advanced Stakeouts group project, Waller assigned Harley Quinn and Lady Shiva to be partners. On the day before semester finals, Waller summoned the student body to the auditorium and explained the final exams. She emphasized a student had to demonstrate their powers improved since their entrance evaluation in order to pass and the exams started at 9 am sharp.

Poison Ivy "liberated" a potted plant from Waller's office and promised to give it the "Ivy Touch." While playing Super Hide-and-Seek to hone their stealth skills, Katana found Beast Boy in Waller's office. As she dropped down from the overhead vent, Katana's sword got loose and sliced Waller's Strike Squad Bowl Reve Tournament trophy. They repaired the trophy with hot glue. Beast Boy distracted Waller in the hallway by speeding past on his skateboard. Katana returned the trophy but was ambushed by a cloaked Lex Luthor. The next morning, Waller waited outside near the Flight Track. She stopped Wonder Woman, Supergirl, Batgirl, Poison Ivy, Bumblebee, Katana, and Harley Quinn from going to their final exams because it was after the start time of 9 am. They explained their encounters with Lex Luthor all at the same time. Fortunately, Batgirl got a call from Lois Lane who had found Luthor's latest video blog. Batgirl quickly pointed out the rules didn't say anything about where the final exams were conducted.

Batgirl showed the video to Waller and stated it showed how they improved their powers and worked as a team. Waller agreed to pass them but they inadvertently admitted to breaking many rules. She gave them three weeks of detention. Later on, Waller congratulated the student body on passing their finals and welcomed them to the second semester. Late into the Wednesday evening before the Hero of the Year gala, Waller woke up and found Bumblebee, Supergirl, Batgirl, and Wonder Woman battling Big Barda in Crazy Quilt's classroom.

Waller revealed Barda reformed and was Super Hero High's newest student. She asked them to make her feel at at home. The next day, Waller was as surprised as everyone else when the Amethyst displayed suspicious activity and was covered in black. She speculated it could be natural like a gem fungus or parasite but to be on the safe side, requested guard duty. After Hawkgirl volunteered for the first shift, Waller asked Wonder Woman to coordinate the guard schedule. On the day of the gala, Waller refused to cancel the ceremony and increased security. She went to Crazy Quilt for extra bodies for guard duty. He gave her Cheetah. As the Hero of the Year ceremony began, Waller was concerned with the absence of two nominees, Wonder Woman and Bumblebee. She asked Lois Lane to stall for time. Eclipso and Dark Opal soon arrived and declared they would rule the universe. Waller kicked herself for not deducing the alliance sooner. Eclipso blasted her with their Scepter and knocked Waller out.

Starfire caught Waller and took her to safety. She recovered and attended the post-gala dinner at the Kent Farm. Once Bumblebee was declared Hero of the Year, Waller mused it was her perserverence and her heroic heart that got her the award. Later in the semester, Waller showed Lobo, a prospective transfer from Korugar Academy, around and introduced him to Wonder Woman and Harley Quinn. Hours later, Waller sent Etrigan through a Boom Tube to safe location while she worked on an official treaty with Trigon, Etrigan's former master and lord of the Underworld. After a time travel field trip went awry, the timeline was changed so that Vandal Savage became the principal instead. Batgirl and Harley returned an infant Pterodactyl to the Jurassic Era. The timeline shifted but now Lucius Fox was the principal. Batgirl and Harley checked on Amelia Earhart and Emily Dickinson but those parts of history were intact. They returned to a June 15 in the 1980s and saved Waller from Solomon Grundy. They returned to the present and everything was back to way it was. Harley hugged Waller and called her Amanda. She recalled their first encounter and admitted she should be thanking them but warned them not to call her by her first name again or they would get detention.

After a group of artwork based on Super Hero High students rampaged in Metropolis, Waller suspected June Moone's magic was to blame. She found Moone in an alley and confronted her, reminding her how many times she ordered her magic potions to be locked away. Moone tried to explain how Harley found it but Waller cited the school didn't tolerate out of control magic. Moone lost her composure, quit, and ran away before Waller could stop her. After Harley helped Moone conquer Enchantress, Waller found them and asked her if she was trying to take over Super Hero High. Moone denied it then admitted she technically was. After being interrupted by the girls pleading for Moone to keep her job, Waller continued and said an apology wasn't enough and wanted her to resume work the next day and wanted her to see the school counselor every week to learn how to deal with her emotions as they come on. Towards the end of summer break, Waller and Grodd met in Centennial Park to start planning for the upcoming school year but fell prey to Strife's spell of discord. Grodd declared she wasn't strict enough and he should be principal. Waller retorted he wouldn't be anywhere without her.

After the Christmas break, Waller was impressed with Jessica Cruz' victory over Sinestro as Earth's new Green Lantern and offered her the chance to enroll at Super Hero High, noting she would be a one-of-a-kind catch. Wonder Woman, Batgirl, and Supergirl waited outside the doorway and gave Cruz the thumbs up. Cruz shook Waller's hand and told Waller to call her "Green Lantern." After witnessing Batgirl's dog Ace and Supergirl's dog Krypto return a bag of stolen jewels to Eclipso Jewels, Waller declared they proved themselves to be heroes and she must allow super pets at Super Hero High. The No Pets Policy was relaxed. After it was discovered Cheetah stole the Lasso of Truth, Wonder Woman met with Waller and Grodd. Wonder Woman forgave her and wanted her to have another chance. When Waller speculated keeping Cheetah at Super Hero High would influence her to take the right path, Grodd grunted. Waller assured him not to worry because she was keeping an eye on her now that she knew of her villainous leanings.

Waller deployed a bot that kept close watch of Cheetah while she served her punishment doing janitorial duties. Cheetah tried to leave but the bot projected Waller and stopped Cheetah. Waller pointed out she missed a spot. Cheetah grumbled and continued. Parasite and the bot did a fist bump. Being nocturnal, Catwoman wanted to go out past curfew without getting into trouble and have time to herself to recharge. She suggested a night watch to Principal Waller. Waller was intrigued and saw the merit of having a set of eyes on Metropolis around the clock. Catwoman convinced Waller for it to be a solitary gig. Waller greenlit the night watch but warned her she didn't want an funny business. During the city-wide eruptions, Waller dispatched Supergirl to sector 7 and was surprised to see Raven with her. She wondered if her recruitment letter finally reached her despite the Underworld Postal Service being a total nightmare.

Raven insisted she wasn't a hero. Waller explained Super Hero High was a place to learn but could hardly believe Trigon finally gave permission for her to attend. Raven confirmed he didn't. Once Supergirl left, Waller asked Raven if Trigon was behind the eruptions. Raven revealed it was her and her evil magic because she was just as bad as her father. Waller disagreed and thought she seemed like a good kid. Trigon suddenly arrived and yelled out for Raven. He learned Raven was trying to be a hero. Trigon launched fire blasts at the school. Waller ordered the supers to their stations. Waller gave Wonder Woman, Supergirl, and Katana permission to organize a dance geared to cheering up Starfire from being homesick and yearning for the Great Dance of Tamaran.

A few months later after being granted a night watch patrol, Catwoman was in downtown Metropolis and saw Principal Waller on a date with Floyd Lawton. She was smitten with getting flowers and noticed he smelled like kettle corn and caramel apples. He admitted he was handing out treats at the children's hospital. She remarked he was sweeter than cotton candy. He kissed her hand. The next night, Waller found Harley, Katana, and Frost and a big mess. She naturally demanded to know what happened. She asked Harley if she mixed Soder cola and Kaboom Candy again. Harley didn't like being accused and described Deadshot by how he smelled, of kettle corn and caramel apples, and his go-to phrase of "blasted buttons." They checked surveillance footage in Waller's office. Waller realized she was tricked by Lawton. Harley noted she was too good for the bozo. Frost told her it wasn't her fault for letting them in the vault. Waller became alarmed. Batgirl thought the red wire had to be removed. Gordon cited his experience and stated it was the blue wire. Batgirl countered she disarmed bombs a million times.

Waller, Katana, Harley, and Frost opened the vault. Waller ripped out the blue wire with a second to spare. Gordon apologized for being manipulated but Waller told him there was no need to explain and they would have a good gab over a coffee after the villains were apprehended. At the spring formal, Gordon asked Waller to dance but she reminded me she was his boss and they should keep it business casual. Waller ate a banana split in the cafeteria one night after curfew. She caught Wonder Woman, Bumblebee, and Hawkgirl after they entered but decided to let it go just this once. She remarked Grodd was strict about curfew and people eating his bananas. During winter, Waller presided over the tree lighting ceremony and activated the lights on the school's Christmas Tree. When Star Sapphire's Violet Lantern Ring was broken, the emotional electromagnetic spectrum was released. Waller and Grodd were hit by the love of violet light. Grodd professed his love for Waller and they danced in the halls.

Sapphire paired them with Supergirl, who was hit with rage of red light, and they were restored to normal. Things became awkward between Waller and Grodd. Grodd finally declared it never happened. Waller, Grodd, and Red Tornado judged a gymnastic competition in the gym but it was interrupted by Bleez.

(Novels only) Around the third week of school, one of Super Hero High's students, Mandy Bowin, met with Waller. She explained she wanted to attend an elite music school but her father, the Fiddler, wanted her to be a superhero. Although she believed Bowin had superhero potential, Waller agreed to stage an argument and expulsion. Fiddler couldn't insist she stay and Super Hero High wouldn't look bad. Waller had long suspected their was a spy for the CAD Academy and wanted to sabotage Super Hero High's chances at the upcoming 100th Annual Super Triathlon. During preparations for the Triathlon, she made Coach Wildcat privy. They approached Cheetah to be their eyes and ears and monitor Super Hero High's team for the Triathlon. Concerned for her daughter, Mrs. Yamashiro contacted Principal Waller. Waller assigned Katana to Dr. Arkham's weekly "Family Business" meetings to help her cope with the pressures and fears of living up to her legacy. For the natural disaster topics in the various classes, Waller assigned Batgirl to digitize the World Weather Database.
