Vandal Savage was once a mere caveman. He saw a meterorite fall from the sky and tracked its location. Braver and bolder than the other cavemen, Savage approached the crash site. He was exposed to its radiation and was given powers, including immortality. Savage observed a Native American woman painting a myth on a cave wall she named "The Two." He discounted the myth because he didn't think a pair of girls had powers that exceeded his. Puritans thought they encountered two witches but they disappeared. Savage, among the crowd, realized the myth was true and speculated they were immortal like him. He vowed to find the source of their powers and steal it for himself. In 1847, Savage took a horse to Emily Dickinson's home and just missed "The Two" again. In 1914, he drove by car and just missed them. He left his cap and goggles behind. Amelia Earhart took them and considered aviation. After some millennia, he realized his calling in life was to rule the galaxy.

In an alternate timeline, Etrigan served as his finest interrogator for centuries. At some point, Savage was principal of Savage High School, gathered an army of supers, and spread propaganda to keep the students in line. Students and faculty who were his enemies were labeled Anti-Savage Insurgents. Harley Quinn was expelled after she put Kaboom Candy in his coffee. Liberty Belle, one of the teachers, orchestrated a coup against Savage but failed and she was fired. Two months later, a time lost Intro to Prehistory class returned to the present. Liberty Belle was mistaken for her counterpart and taken to insurgent detention. Poison Ivy, Katana, Supergirl, and Beast Boy attempted to rescue her but were forced to surrender by Star Sapphire, Mammoth, Frost, Cheetah, and Jinx. They were taken to Savage. He demanded to know where the other two were but they denied knowing what he was talking about so he electrocuted Katana then summoned Etrigan to interrogate them.

Over 50,000 years after gaining his powers, by 2150, Savage had declared himself Emperor but was still opposed by a group of heroes called the Atomic Knights. Batgirl and Harley returned to 2017 and Savage, knowing they were "The Two," declared their time was up. Doc Magnus, Crazy Quilt, Wildcat, Red Tornado, Gorilla Grodd, and Etrigan surrounded them. Savage and Batgirl eventually fought one-on-one. He demanded to know why she was following him through time. Batgirl blurted out she saw that future he conquered then flipped him. Savage grabbed her by the leg and dangled her over the balcony, declaring it was over. He believed she couldn't change the past and wouldn't give her the chance to change the future. Harley and her infant pterodactyl Bitey McPuddin' Face attacked. Savage shielded himself from Bitey but he fell over the ledge and landed on a bush. As he lay unconscious, the supers returned to the bus with Bitey. Savage gathered Red Tornado and Wildcat and tried to stop them from leaving the present. Bumblebee held them off with her stings.

Batgirl and Harley returned Bitey to its nest. Harley believed that Bitey was the key to stopping Savage from gaining his immortality powers. She speculated Bitey could let an insect go and over millions of years, its descendant - a wholly mammoth would distract a caveman from going near a meteor crash site and never breath in the vapors that made him immortal. Back in the present, Batgirl asked her father Commissioner Gordon if he ever heard of Savage. He did not.
