Dr. Faulkner is a scientist at S.T.A.R. Labs who took part in a government project to manufacture superpowers. She wanted to create an army of supers to turn Metropolis into the safest utopia in the world. With Mayor Sackett's help, they selected certain citizens to be unwitting test subjects and gain abilities through her superpower-infusing tech, super tranfusion for short. Faulkner used herself as the first test subject and gained the power to transform back and forth from human to a super strong brute later codenamed Rampage. She transfused Killer Croc, Bette Sans Souci, and Jimmy Olsen next. Dr. Faulkner served as tour guide to a middle school field trip. She led them to the research and development zone. Eddie Nygma asked Dr. Faulkner one of his riddles, "If I have it, I don't share it. If I share it, I don't have it. What is it?" Faulkner asked her what it was. He told her it was a secret. She didn't see Nygma's classmate Pamela Isley sneak off into a restricted area to look at unique plants.
By the time Faulkner found Isley, she was unconscious and noticed a mutant venus fly trap nearby. At Quinzel's behest, she administered an untested antidote to Isley. Isley woke up in a hospital room days later with plant manipulation powers. After Isley was released, Dr. Faulkner offered to train her at S.T.A.R. Labs. Isley took her up on the offer and improved in the protected environment. Faulkner promised her a job at S.T.A.R. after graduation. She realized she perfected her super infusions because youth was beneficial to her process. Killer Croc confronted Dr. Faulkner outside S.T.AR. Labs about a broken promise to change him back to normal. Faulkner threw her papers at him then ran inside. Catwoman intervened and defeated Croc. Faulkner thought he was such wasted talent. Sans Souci confronted her and set off an explosion on the thirteenth floor. An on-call hero team responded to the explosion. Supergirl used her super breath to put out the fire. Ivy identified the third victim as Dr. Faulkner and asked Supergirl to get her to a hospital. Faulkner regained consciousness and recognized Ivy. She muttered something about not telling Ivy.
Supergirl turned her over to the Metropolis General Hospital. Two emergency room workers noted Faulkner had an erratic pulse and her blood pressure was dropping. She was released the next day and met with Jimmy Olsen then Mayor Sackett brought Supergirl and Bumblebee to her secret lab. Sackett then revealed to Supergirl and Bumblebee their skills were so impressive, he and Faulkner wanted to invite them to a super hero club they were putting together. Bumblebee was already skeptical of their intentions and questioned how quickly Faulkner recovered from her serious injuries. Faulkner demonstrated her own super powers and transformed into a super strong brute she called Rampage. She withstood Bumblebee's stinger blasts and Supergirl's heat vision then grabbed Supergirl and declared she was a super hero trying to protect Metropolis and save the world but needed super-powered children to finish her plans. She fired liquid Kryptonite on Supergirl while Sackett fired a electromagnetic device to disable Bumblebee's super suit. She was trapped under a beaker.
Faulkner returned to her human form and set about to replicate Supergirl's sun-charged strength and Bumblebee's super suit. Faulkner revealed her project's goal to them then studied Bumblebee with a pair of tweezers. Bumblebee protested they were forcing powers on people. Faulkner believed it was up to people like them to make sure everyone else was doing what was best for themselves and the world. Steve Trevor was chosen as the sixth test subject. Trevor wasn't sure about going through the transfusion at first but the thought of being like Wonder Woman put him at ease even when Faulkner asked for his loyalty and protection in return. Bumblebee pushed her beaker prison over the edge of the table and tried to warn Trevor not to do it. Faulkner transformed into Rampage and tried to force Trevor to take the transfusion but Wonder Woman socked her. Rampage ran for the elevator and tried to escape but Ivy commanded Bud the venus fly trap to restrain her.
Ivy ordered Bud to let go once Wonder Woman restrained her with the Lasso of Truth. Ivy confronted Rampage about taking advantage of her. Rampage called it easy but insisted she made her better and stronger. Bud wrapped itself around Rampage's mouth. Sackett and Faulkner were taken away by the Special Crimes Unit.
