The Rogues are a group of super villains affiliated with the Flash and Central City. They all never worked together prior and all individually failed to kill the Flash many times. It wasn't until Captain Cold and the Trickster both robbed the same charity gala that they realized this fact. As a combined force, they put a greater threat to the Flash but with the first Flash and Kid Flash active, their advantage is moot.
Two years after the alleged death of the Flash, the Rogues consisting of Captain Cold, Heat Wave, and Weather Wizard robbed a branch of the First Bank near the Flash Museum. They lamented crime became too easy for them but denied missing the Flash outright. Batman attempted to fight them alone but was soon overpowered. The first Flash and Kid Flash intervened and saved the day. However, due to the effects of time travel, it appears this battle was erased when the trio returned to the present from the 25th century with the very much alive Flash. The trio of villains rejoiced at the sight of their enemy and engaged in a long awaited battle.
