A two-bit, run-of-the-mill criminal named Mark Mardon stole a device called the Weather Wand, which could localize weather, from his brother Clyde. With it he could create hail, lightning, and other destructive manifestations of weather. Mardon called himself Weather Wizard and began committing high profile crimes. Based in Keystone City, Wizard became an enemy of the Flash. He is also in communication with The Calculator to gather intelligence on his enemy's whereabouts and part of the Rogues, a group of villains affiliated with the Flash.
Two years after the Flash was kidnapped by Professor Zoom, Weather Wizard teamed up with Captain Cold and Heat Wave to rob a First Bank branch near the Flash Museum. When Batman arrived, he and the others had contempt for his lack of style compared to their late enemy. During the battle, Kid Flash stole his Wand and easily defeated him. Due to the effect of time travel, it seems this battle was erased from the timeline. Batman, the first Flash, and Kid Flash returned to the present with the Flash, the Rogues were brought to tears but openly denied their affections. The second Flash went back to work and took down the villains.
