Task Force X is an off-the-books government strike team made up of convicts with no hope of release. Overseen by Amanda Waller, she recruits supercriminals as expendable agents for impossible missions. In exchange for commuted prison sentences and the threat of nanotech explosives implanted at the base of the neck, Waller meets little resistance. In the early days of Task Force X's formation, she has recruited the likes of Deadshot, Bronze Tiger, Deathstroke, Captain Boomerang and Harley Quinn. At some point, Deathstroke relieved himself of Waller's custody. The Riddler later discovered a 1000 volt shock could defuse the implant and fled from Waller. A week later, she sent in a team to kill him but was delayed by Batman's intervention.
Waller invoke priority level ultraviolet and had a new team formed. Deadshot, Captain Boomerang, Harley Quinn, Killer Frost, King Shark, Black Spider, and KGBeast were brought together to infiltrate Arkham Asylum under false pretenses and steal a non-existent jump drive from Riddler's cane while Frost assassinated Riddler in his cell. Waller expected the team to go off script and assumed either the bomb implants or the asylum's special crimes unit would kill them. However, only KGBeast, King Shark and Black Spider were executed. The rest had their implants defused by the Riddler, whom escaped from Arkham. To add further to the failed mission, the Joker also escaped certain death.
