February 16, 2015: Lynell Forestall reveals he modeled Jennifer Pierce after his daughter Bailey. Forestall drew from personal experience. He worked on the pitch while working on The Dark Knight Returns on the DC Universe line. He chose Black Lightning from a list of about 40 characters to choose from for DC Nation. After speaking with LeSean Thomas, Forestall settled on the idea of a fake 1970s exploitation trailer like Shaft, Black Bill Jones, Superfly with a big afro, platform shoes, and puffy sleeves, to explain Black Lightning. A week after the pitch, Ben Jones informed Forestall it was greenlit but Sam Register wanted the modern version with his two daughters instead. The story changed to Black Lightning taking his daughters to his old neighborhood to show he was cool but they end up teasing him and his old costumes, from the classic to Black Vulcan and so on until he showed off the modern day costume and it ended. Register suggesting giving the daughters costumes, too. Forestall rewrote the script some more with Dr. Polaris showing up, Black Lightning goes off to fight him, and Peter Gambi gives them costumes. If the shorts went to series, there would have been allusions to the oldest daughter Anissa being gay. If there was a third short, their mother would have appeared. She would have no powers and still married to Black Lightning as opposed to being divorced in the comics. Forestall would have went with the idea she went back to work while he would be stay at home dad to watch over their daughters and their powers.
