The Doom Patrol is a dysfunctional team of super-heroes based in Codsville on the east coast of the USA. They were also Beast Boy's adoptive family before he moved to Jump City and joined the Teen Titans. Every summer, Beast Boy visits them but every time they go crazy trying to prevent him from leaving. The Chief is an elderly wheelchair bound genius who engages in crazy, unethical science in the pursuit of living an extreme lifestyle. Elasti-Girl can shapeshift or increase her size. Negative Girl can project herself as energy entity. Robotman is a man whose life was saved by transplanting his brain into a robot body. The Doom Patrol's neighbor and enemy, the Brain considers them a band of degenerates and plots bureaucratic ways to get them kicked out of Codsville.
The Chief blew up the front door and chased after Robotman and Negative Girl because they stole his dinners. Robotman tried to retort his name wasn't on it but used "signature" instead. Negative Girl also pointed out he was supposed to be on a restricted diet because of his high cholesterol. Chief stated he refused to listen to any quacks telling him what to do. Chief's wheelchair produced three saw blades then a laser then a metal chomper. Robotman tossed a speedboat towards him. The gust created exposed his old man knees. Chief activated his twin rocket launchers. They jumped for cover. Negative Girl sent her energy form underground and she emerged behind Chief and disabled his wheelchair. Robotman mocked him about not being so tough without it. Chief fiddled and was able to activate the giant fists and nailed Robotman with an uppercut. Robotman pressed his head back in place and got into a fight with Chief. Elasti-Girl reminded Chief and Robotman about the rules, no fighting on the lawn then placed them on the driveway. They slapped at each other.
The Patrol soon realized Beast Boy was back. Robotman complimented him on having a symmetrical face after they did their secret fist bump. Negative Girl presented her new best friend she found on the side of the road. It was a squirrel skeleton. The head popped off. Beast Boy thought she was sweet as ever. Elasti-Girl fawned over Beast Boy and smooshed his face around. She thought he looked thin and shoved some casserole into his mouth. Beast Boy eventually declined and went to Chief. Chief asked if he needed money. Beast Boy declined. Chief asked if he wanted a new car. Beast Boy declined. Chief asked if needed a kidney. Beast Boy declined. Chief welcomed him back and asked what he wanted to do. Beast Boy remarked he knew he didn't want to see his "tape." Chief loved the idea and played a VHS recording about him doing alleged extreme moves with his wheelchair like grinding and getting air. Elasti-Girl ripped the monitor away. Chief rotated in a stationary circle and asked her if she liked that instead. Robotman suggested going to the boardwalk and enjoying artisanal yogurt. Negative Girl and her squirrel suggested going to the cemetery.
Beast Boy liked all their ideas but thought a clambake was the way to kick off the summer right. Chief recalled he didn't like to eat good food. Beast Boy corrected him that he was a vegetarian then clarified a clambake was all about family. The Patrol got behind his idea. Beast Boy complimented Brain's lawn next door. Brain retorted it would be nice if they would cut theirs and the neighborhood would appreciate it. Chief thought he was being dumb because their long grass was hiding the garbage that the rats lived in. Brain joked he considered calling pest control but doubted they would get rid of the Doom Patrol. Only he found the joke amusing. Beast Boy invited him to their clambake later that day. Brain revealed he was already throwing a clambake for the Homeowners Association at the beach. Robotman was delighted and hoped their clambakes could be "neigh-bros" like they were. Brain asked if they had the proper permits for their clambake. Chief lied they did. The rest of the Doom Patrol played along. Brain called them a family of degenerates and doubted they could do anything right, much less get the proper permits. Elasti-Girl implored him to check with City Hall. Brain claimed he would.
The Doom Patrol started digging a hole at the beach for their clambake and discovered the Brain's cache of mutagen cannisters. They thought it was just trash and continued with their clambake. Superheroes began arriving but The Brain showed up with two police officers and they shut the party down because the Patrol didn't get a permit. Brain refused to let things slide and didn't care how important the party was for Beast Boy. The police arrested the Doom Patrol and Beast Boy and threw them in paddy wagon. Elasti-Girl wondered if Brain was right about them being degenerates. Beast Boy refused to believe that and pointed out it was Brain and his glowing garbage. Chief keyed on "glowing." Negative Girl told them it was radioactive. They realized Brain was trying to make a monster. By the time they escaped, Brain was perched atop his cannisters. He created a giant clam monster with one of them and revealed his plan was to use the monster to bend the Homeowners Association to his will and get the Doom Patrol kicked out of Codsville.
Negative Girl's energy projection and Beast Boy, as a gorilla, charged and booted Brain off the monster into the sand. They continued kicking him as he was buried head first in the sand. He declared they couldn't defeat his giant clam. Elasti-Girl increased her height and mass and pried the clam open. Robotman launched the Chief over the clam. A bundle of dynamite was dropped inside. Elasti-Girl shut it. The clam was blown up. Brain called them fools and took solace in ruining their party. Beast Boy got an idea and used the remains of the clam monster for the Doom Patrol's clambake. Police forced Brain to serve the Doom Patrol's guests at the base of the monster's tongue. Beast Boy and Negative Girl were about to leave to hang out with crabs for a day but The Chief and Elasti-Girl voiced their disapproval. Chief warned those "bottom-feeders" would get them into trouble. Negative Girl argued he thought everyone was one. Robotman announced he was going, too, but they weren't concerned since he was a nerd.
Elasti-Girl blocked the door with a huge hand and asked Negative Girl if she did her chores. She tried to delegate them to later but Chief stood to the rules. Negative Girl put on her act and pretended to feel sick. Elasti-Girl fell for it and told her to go to her room and rest. Chief refused to do her chores. Negative Girl projected her energy form outside to Beast Boy and Robotman and they headed to the beach. She warned she could only stay out of her body for a little while and if she didn't, her body would pee itself and she would go nuclear out of embarrassment, taking Codsville with her. Four crabs arrived atop a motorcycle. Negative Girl admired their cool piercings and hair. Robotman was surprised they had hair. Beast Boy turned into a crab and exchanged fist bumps. They were suspicious about Robotman despite Beast Boy and Negative Girl vouching for him. When Robotman extended his hand for a hand shake, they pinched it and left it mangled and broken. They commenced the shenanigans.
A boy and sand castle was stomped, sand was kicked at a girl, they skate boarded, they pretended to be a shark, and spray painted walls. Robotman pelted a muscular man with sand and was pounded. Robotman skateboarded into a sign and lost his head. Robotman posed as a walrus and was eaten by a shark. Robotman spraypainted a wall but the owner of the Seas of Fun building loved his Aquaman and Black Manta mural. No matter what Robotman tried, he did something good by accident. He kicked a trash can but it ended up providing pizza to sewer raccoons. He took a lollipop from a baby but was congratulated for saving it from a choking hazard. Negative Girl had to return to her body before she peed herself and went nuclear out of embrassment. Beast Boy invited the crabs to come along back to the Doom Patrol's house despite not having permission to have friends over. As soon as they went in, the crabs turned on them and punched them then start pillaging the house. More crabs arrived in a van and stripped the house interior. They even stole Negative Girl's body. Robotman elected to stay behind to fool Chief and Elasti-Girl while Beast Boy and Negative Girl tracked down the crabs' hideout.
Robotman caved and told them the truth when they returned home. They set out to save Beast Boy and Negative Girl. Beast Boy and Negative Girl left to look for their hideout and take their stuff back. It turned out to be very obvious thanks to a live crab sign above the entrance. They discovered skate ramps, arcades, pool tables, and a barbecue inside. Several were using Negative Girl's body as a pinata. They pinned the duo and pinched them. Negative Girl started to lose focus and went nuclear until the Chief, Elasti-Girl, and Robotman arrived. Chief morphed his wheelchair into a radical roadster then ran over all the crabs. He offered everyone crab legs. Negative Girl returned to her body and used the bathroom just in time. Beast Boy and Negative Girl vowed to only hand out with seagulls. The seagulls almost immediately attacked them and the rest of the Patrol. Negative Girl got angry and blew up, taking Codsville with her.
Robotman and Beast Boy hung out in a backyard above-ground pool. They talked about how it was more natural and classy. Beast Boy became evasive when Robotman asked if he was the only best bro in his life. Cyborg suddenly cannonballed into the pool and revealed the Titans happened to be in Codsville fighting a sea monster but he decided to hang out with Beast Boy instead. Beast Boy was nervous and finally introduced the two. They soon realize they had similar origins and hobbies. The trio went out for ice cream. Robotman was leery of credit cards and Cyborg placated him by lying that he paid his bill in full every month. Cyborg was paged on his Titans Communicator but he was convinced to keep hanging out. They went back home to play charades with the rest of the Patrol. Elasti-Girl got "cat" but it was a terrible impression according to Chief and Negative Girl. She snapped at them. Cyborg got President Zachary Taylor and Robotman guessed it within seconds without much of a hint. They were accused of cheating.
Robotman presented his collection of 1980s situational comedies. He and Cyborg looked back fondly on an episode of Alf. Elasti-Girl realized how much in common they had. Chief offered to combine them into one person using his crazy unethical science. Beast Boy thought that was messed up but Robotman and Cyborg were all for sharing a body. They all went deep down to Chief's lab below the property. Chief clarified if by "will it hurt" meant "intense agony as all of your components are violently ripped apart," then it would hurt a little. Cyborg and Robotman were fused into one but the process mistakenly advanced their friendship to such a close personal level that the entire relationship turned toxic and unnatural. They flew to Codsville and went on a rampage. The Patrol was unable to defeat them. Beast Boy was fired from a cannon, turned into a giant squid, and tried to convince them to separate but was tossed into the ocean, Elasti-Girl turned to gum to immobilize them but was just stomped, Negative Girl projected her energy form then threw her body at one of their boots, and Chief turned his van into a mecha but its appendages were ripped off.
Elasti-Girl implored Beast Boy to think of something that would break them up. Beast Boy got an idea and went on Chief's van's loudspeaker then told Robotman about Cyborg's credit card debt. Robotman got further irritated when Cyborg said he was building up his credit score and from thinking of the double digit interest rate. The last straw was Cyborg admitting he only paid the minimum each month. They started attacking each other and violently split up. The next day, Chief told them they couldn't hand out ever again or the world would be destroyed. Robotman decided to temporarily take Cyborg's place on the Teen Titans so he and Beast Boy could hang out some more. The Chief completed his highly advanced virtual reality machine in his lab. He got annoyed when Negative Girl and Beast Boy treated it like a video game. He explained it was designed to trap the Brain in a simulated classroom lecture for the rest of his life. Elasti-Girl thought it sounded unethical. Chief confirmed it was and no one could escape it. Beast Boy claimed it was possible if one flipped their brain so the simulation couldn't talk to it anymore. Chief thought it sounded dumb. Beast Boy had no qualms about it and revealed he was returning to Jump City the next day. They tried to trap him but he dodged the falling cube and took the elevator back up.
Elasti-Girl tried to get him with vegan cookies but Beast Boy knew something was up and offered some to Robotman. Robotman ate one and passed out as he offered his critique. Negative Girl and Robotman waited around a corner with a bat. Robotman swung but Beast Boy was in his gorilla form. He roared and they bolted. Beast Boy went down the stairs as a dog. Elasti-Girl revealed herself and made her body rigid. Beast Boy slid down into a dog carrier held by Negative Girl but he turned into a mouse and escaped. Chief put the house on lockdown and sealed it up but Beast Boy unleashed a toot. They went into a panic and fainted. After Beast Boy went to sleep, they subjected him to the Chief's virtual reality machine. The Patrol started to critique the jinky graphics, use of their voices for the Titans, and a second Beast Boy but things backfired when Chief adjusted the Titans jerk protocols in attempt to drive Beast Boy to them. The Titans decided to destroy Beast Boy, which would kill him in real life.
Chief revealed he could not turn the jerkiness down because the controls went one way. Negative Girl questioned that. Chief stated it was extreme that way. Elasti-Girl declared they had to go in and save him. Chief added if he died in the simulation, he would die in real life. Robotman became irate. Chief pointed out it was more extreme that way. The Doom Patrol went into the simulation but could not defeat the Titans. They confessed to Beast Boy what happened but he was touched by how much they loved him. Pinned behind the couch, the Patrol couldn't think of a solution. Beast Boy got them to try his "brain flip" idea. He instructed them to close their eyes, imagine their brain was a big, flat pancake on a grill, then think of a spatula and flip on the count of three. It worked and the simulator was unable to converse with their brains anymore. They were all released. Beast Boy made sure they were finally okay with letting him go back to Jump City. They put on a false front again then Chief sprung his trap and the cube fell on top of Beast Boy to his annoyance.
