Bill Wallace was an up and coming businessman in Gotham City. Unable to properly dispose of toxic industrial waste, Wallace had his men utilize an abandoned mineshaft. One of his workers, Tony Machek was presumed dead after a cave-in occurred. Out of guilt, Wallace adopted Machek's daughter and raised her alone. Years later, the District Attorney accused him of dumping chemical waste illegally but was never charged. It turned out Tony Machek was mutated and bonded to the land. Running on base logic, Machek sent drones to bring Wallace and his daughter, Jackie, to him. Batman saved the two from certain death.
