For some time, the U.S. government resented their inability to control the superhero contingent. Darkseid's manipulation of Superman was the catalyst to the U.S. government enacting a more elaborate incarnation of Project Cadmus. They enlisted Emil Hamilton of Star Labs to head the artificial creation of super heroes/ metahumans who would be unquestionably loyal to them. One such creation was the five man team, the Ultimen. The Ultimen were to be the ultimate super hero team and the adoration of the public at large, appealing to all ages and demographics. However, unbeknownst to the Ultimen, they were implanted with false memories, interacted with actors that portrayed family members and had a limited lifespan. After about a year, Hamilton confirmed that their bodies were undergoing cellular degeneration and the project supervisor Amanda Waller had Hamilton begin cloning another set of Ultimen to replace them. The current team discovered the truth and attempted to take down the Cadmus Project naively and ended up fighting the Justice League Unlimited before surrendering.

A new generation of Ultimen clones were created in mass production. After the JLU Watchtower's Binary Fusion Cannon destroyed an abandoned Cadmus compound, Amanda Waller decided to send Galatea and these clones to take down the JLU. However, these Ultimen were literally blank slates with no personality or conscience. Under Galatea's remote control via a neural implant, the Ultimen became an extension of her will. After invading the Watchtower, Galatea ordered the Ultimen to fend off the JLU while she made her way to the Fusion Reactor. All of the Ultimen were deactivated when Galatea was defeated by Supergirl.

Wind Dragon

Wind Dragon, of Asian descent, is the leader of the group. He was molded to be a charming personality, the recipient of many women's affections. Wind Dragon has wind based powers including creating tornadoes for transportation purposes, generating wind tunnels from his arms and manipulating air such as inducing suffocation in a wind vacuum. When cellular degeneration kicked in, Wind also displayed ice powers briefly. It should also be noted that he admired Superman in his implanted memories.

Juice

Powers: Electricity, traveling via mediums
Voiced By: Phil LaMarr

Juice, of African descent, is rather soft spoken. His powers are that of electricity. Juice can fire electric bolts from his hands, transform into pure electricity for instantaneous travel and amplify the electric field around individuals to restrict their movement. Batman exposed his inherent weakness towards water.

Longshadow

Powers: Increasing Size and Height

Long Shadow, of Native American descent, was the moral base of the team even though he came off as naive at times. Long Shadow can grow to enormous heights at will. In his implanted memories, Long Shadow was born pre-mature but his parents who were scientists, performed experiments that saved him and gave him his powers. Unlike his team mates, Long Shadow has a strong sense of good in him which prevented him from going rogue with his teammates. After the Ultimen were taken into government custody to await their eventual deaths, the Justice League Unlimited decided to take Long Shadow and offered him long sought after membership.

Downpour

Shifter and Downpour are twin albinos with shape shifting abilities. Downpour can change into any form of water. Both have to shout out their intended form in order to transform. It seems that out of everyone, their physical attributes are the lowest. According to the group benefactor, Maxwell Lord, Shifter and Downpour were appealing to the 12 year old age group.
