Wendall Morgan was one of the first foster fathers of Ro Rowan. They appeared to have frequently clashed and Morgan concluded she wouldn't amount to much. After Rowan left, Morgan became Sheriff of Hillsburg and his wife, Mary, passed away.
Years later, Rowan returned in search of documents about her biological family. After Zeta saved the people from runaway logs, Sheriff Morgan decided to cover for him and sent away the NSA. Rowan and Morgan then made amends but he lost any documents she wanted. Before Zeta and Rowan left, he offered her a home to come to when she was ready.
