Billy was born slightly different from other children. Part seal, part human, Billy found himself in a circus sideshow as "Sealboy." When Killer Croc was rendered unconscious from sedatives, Sealboy saved Croc and dragged him to shore. Seeing him as a kindred spirit, Sealboy naively befriended him and urged him to stay with his surrogate family.
