Salvo Smith is a denizen of Gotham City's notorious Crime Alley district. Smith was also one of many inhabitants kidnapped by chain gangs working for Boss Biggis. Smith still held onto his sense of humor and befriended Dan Reilly and an amnesiac Bruce Wayne. After Batman arrived and shut down the operation, Smith returned to Crime Alley. Smith became an advocate against any redevelopment of Crime Alley, included one proposed by Roland Daggett.
