A police officer in Seaboard City in the Justice Guild reality, O' Shaughnessy was one of the survivors of a nuclear war. The mutated Ray Thompson asserted himself and had the survivors including O' Shaughnessy take part in his recreation of Seaboard. O' Shaughnessy was charged with alerting the Justice Guild of America when any criminal activity occurred at Thompson's will. Once the team of Hawkgirl, John Stewart, Flash and J'onn Jonzz helped defeat Thompson, O' Shaughnessy and the others thanked them and set about on rebuilding their world.
