Mr. Chandler runs Gotham Cryogenics, located downtown. His most high profile client was the Gotham City Police Department. Chandler was charged with keeping the corporate saoteur for hire, Inque frozen indefinitely. Through security cameras, Chandler observed one of his employees, Aaron Herbst. Herbst became romantically attached to Inque and was laid off by Chandler.
