Thomas Jackson is a bureaucrat in the Gotham City Office of Copyrights division. In terms of position, Jackson was under the copyright director, Carl Francis. After Francis was attacked, Jackson became the Joker's next target. Joker drugged Jackson's cat with the Joker toxin and it snuck into Jackson's police surveillanced home. It still attacked Jackson, who was disguised as Batman. Jackson's cat carried a Japanese Tang, a clue to Joker's location.
