Kim Garcia is an officer with the Dakota City Police Department and is partnered with Trina Jessup. He and Jessup were assigned to search for a stolen briefcase of Quantum Vapor and initially suspected Virgil Hawkins, who matched the victim's description of the thief. Hawkins later tipped them off to Royce Axelrod, the real thief, and they arrested him at Dakota Union High School. Garcia, Jessup, and Hawkins were awarded for their heroism at a public ceremony led by Chief Barnsdale.
