Sam Lane is the father of Lois and Lucy Lane. A little over 20 years ago, Lane was a Colonel in the US military. At the time, he was involved in a joint project with NASA. Lane was charged with temporarily caring for a test subject, a chimpanzee named Titano. Titano was part of a botched space shuttle launch. Over the decades, Lane was promoted to General and worked for the Pentagon. He and Lois seemed to share a distant relationship but Titano's unexpected return brought the two together. Lane raced to Metropolis with Titano's old Beppo doll, one of the few things able to calm down Titano.
When Superman went rogue and was captured by Project Achilles, Lois Lane used her father's clearance to infiltrate the facility. It isn't known if Lane was privy to this or not.
