Carl Francis was a lowly patent clerk in Gotham City. Despite that, Francis became one of the many innocent victims of the Joker. The Joker attempted to patent his Laughing Fish. However, the fish were technically not of the Joker's creation and he was denied. Francis was doused with a pheremone that allowed the Joker to send a homing device propped as a sword fish. It was armed with Joker's toxin and Francis was immediately affected when the two chemicals combined together. Batman applied the anti-toxin and Francis seemingly carried on.
