On the heels of the last war, Dr. Price, an engineer employed by the federal government, went to work on creating a new military vehicle. The experimental prototype had a fuel cell design flaw, a breach in its reactor. However, using nuclear reactors was illegal for years. Price faced a low budget and was forced to use the reactor.
She intructed the test pilots to abandon the vehicle and wait for a team to arrive with a key to override and shut down the reactor. At the same time, a gang of Jokerz were in the same area conducting an initiation. The Jokerz stole the vehicle and rampaged throughout Gotham. Batman used the key and rendered the vehicle useless.
